Quang Ninh: Making the new rural areas even more innovative

QTO - Despite facing numerous difficulties and challenges in the process of building new rural areas, with the synchronized involvement of the Party committee, government, and people, the new rural area construction movement in Quang Ninh commune has achieved positive results.

Visiting Ha Thiep in the early spring, walking along the smooth concrete roads stretching from the residential area to the fields, one easily encounters new, spacious, and modern tiled-roof houses. The roads are wide, clean, and lined with brightly colored flowers. These positive changes are the result of the unity, cooperation, and solidarity of officials, Party members, and the people throughout the residential area.

According to Mr. Phan Van Cong, Secretary of the Party Branch of Ha Thiep village: In recent years, despite facing many difficulties due to the impact of the market economy , natural disasters, and epidemics, with a proactive and creative spirit, the Party Branch, the Front Committee, and the village's management board have promoted propaganda and mobilization of the people to change the structure of crops and livestock; renovate neglected gardens, consolidate land plots; build model gardens, grow clean vegetables and fruit trees, and raise livestock in family farms; expand service industries, and create jobs for rural laborers.

As a result, the average per capita income reached 63 million VND/person/year; the poverty and near-poverty rate decreased to 1.5%; and well-off and wealthy households accounted for over 70%. Notably, 100% of households met housing standards, with 70% having solidly built houses of 1-3 stories, contributing to a significant transformation of the residential area's appearance.

The movement "All people unite to build a cultured way of life," linked with the campaign "All people unite to build new rural areas and civilized urban areas," continues to be implemented extensively and effectively. Ha Thiep has reviewed and developed plans to beautify village roads, alleys, cultural center grounds, electricity and water systems, and green spaces.

With a motto of transparency, democracy, and putting the people's opinions at the center, the people have shown high consensus and actively donated land, labor, and resources to build rural infrastructure when implementing projects. In 2021, Ha Thiep was honored to be recognized as a model new rural residential area, becoming a shining example for other localities to learn from and replicate.

The arrival of spring in Ha Thiep village is even more vibrant as 100% of the village roads are paved with concrete, equipped with street lighting, flagpoles, flowerbeds, and clean, green trees; the village cultural center is well-invested and fully equipped, meeting the cultural, artistic, and sports needs of the people. Every year, over 93% of households achieve the title of "Cultural Family," and the village has maintained its cultural status for many consecutive years; the Party branch, the Fatherland Front, and other organizations consistently perform their duties well and excellently.

Excited by the achievements, Phan Van Cong, Secretary of the Party Branch of Phan Van Cong village, affirmed: "Today's achievements are the culmination of the determination and coordinated efforts of the entire political system and the unity and cooperation of the people. The leadership and implementation stages were carried out systematically; democracy at the grassroots level was promoted; resources were effectively mobilized; and conditions were created for the Fatherland Front, mass organizations, and the people to participate in monitoring and jointly building a sustainable new rural area."

Not only in Ha Thiep village, but many other localities in Quang Ninh commune have also undergone significant changes and improvements thanks to the New Rural Development program.

According to Mr. Tran Xuan Tinh, Chairman of the People's Committee of Quang Ninh commune: After its establishment, Quang Ninh commune's administrative boundaries were expanded, creating space and potential for socio-economic development and the construction of new rural areas. Immediately after going into operation, the commune government leveraged the role of the entire political system, mobilizing all resources to create breakthroughs in building new rural areas.

The work of building new rural areas continues to receive attention. The commune has directed and guided villages to review the criteria for building villages that meet the standards of model new rural residential areas. To date, thanks to the decisive implementation of the criteria and the concerted efforts of the people, Quang Ninh commune has achieved 19 out of 19 criteria for advanced new rural communes; and 19 out of 29 villages have achieved model new rural residential area status.

With the initial achievements already made, in order for the New Rural Development program to achieve even more positive results in the coming period, the commune will focus on directing the development of specific New Rural Development programs and plans that are closely aligned with the actual situation; concentrating resources on building and completing the criteria for New Rural Development and model New Rural Development. It will also promote the development of OCOP products in a more in-depth, effective, and sustainable manner, and innovate production organization methods. Furthermore, it will pay attention to supporting OCOP entities in participating in trade promotion activities and connecting supply and demand, thereby helping to promote local OCOP products.
