Để các sản phẩm OCOP của Quảng Ninh thực sự trở thành sản phẩm hàng hoá, thì việc nâng cao chất lượng sản phẩm và phát triển sản phẩm mới là hết sức cần thiết. Ban Chỉ đạo OCOP tỉnh đã có Văn bản số 336/VPĐPNTM- OCOP ngày 19/6/2023 “về hướng dẫn thực hiện Chu trình OCOP tỉnh Quảng Ninh giai đoạn đến năm 2025”. Theo đó, các sản phẩm mới tham gia OCOP đều được các địa phương thẩm định, tư vấn, hướng dẫn và có quyết định chấp thuận tham gia Chương trình OCOP.

For Quang Ninh's OCOP products to be competitive and develop, an extremely important issue is to improve product quality. This has immense practical significance in helping businesses, cooperatives, organizations, and individuals producing and trading OCOP products enhance their competitiveness and satisfy the increasingly diverse needs of customers to the highest degree.

According to the report of the Provincial OCOP Steering Committee, to date, the province has provided 3.21 billion VND in support for OCOP products under Resolution No. 194/2019/NQ-HĐND, dated July 30, 2019, of the Provincial People's Council "On promulgating policies to encourage investment and linkages in the production, processing, and consumption of agricultural products in Quang Ninh province"; and 1.39 billion VND in support under Resolution No. 313/2020/NQ-HĐND, dated December 9, 2020, of the Provincial People's Council, mainly for rewarding 49 products that achieved 4-5 stars, with an amount of 950 million VND; and support for OCOP entities to build 12 advanced management systems (ISO, HACCP, GMP) with an amount of 380 million VND. According to Decision No. 41/2018/QD-UBND dated December 28, 2018, of the Provincial People's Committee, support for industrial promotion was provided to 19 projects with a total budget of 4.37 billion VND, mainly supporting the application of machinery and equipment in the production and processing of OCOP products, with an average support of 200-300 million VND per project.

To date, the province has 393 OCOP products from 13 localities that have achieved 3-5 stars (including 296 products with 3 stars, 93 products with 4 stars, and 4 products with 5 stars), with 218 producers having products that have achieved 3-5 stars (including 55 enterprises, 89 cooperatives, and 74 households); notably, 50 out of 393 OCOP products that have achieved stars belong to 15 producers, cooperatives, and enterprises from ethnic minority groups, remote areas, and islands... Most of the products that have been awarded stars continue to develop, upgrade, and maintain quality and food safety standards; 100% of OCOP products that have achieved standards (3-5 stars) have been listed on e-commerce platforms such as Postmart.vn and Voso.vn; Packaging and labels have been improved and upgraded, and product labels now contain all the mandatory information as required by regulations.

In the first six months of this year, the Provincial People's Committee submitted to the Ministry of Agriculture and Rural Development for re-evaluation and reclassification of 5-star national-level OCOP products for 3 products of Ha Long Pearl Joint Stock Company. The results showed that all 3 products continued to meet the 5-star national standard. Currently, there are 6 potential 5-star products from Quang Ninh province being submitted to the Ministry of Agriculture and Rural Development for assessment, including: Ba Che Golden Flower Tea of ​​Dap Thanh Forestry Products Trading Joint Stock Company; Oyster Paste of Quang Ninh Aquatic Products Production and Trading Company; Yen Tu Apricot Wine of Thang Long Production, Service & Trade Company Limited; Quang Hanh Natural Mineral Water with added carbonation of Quang Hanh Trade Union Mineral Water Company Limited; Gynostemma pentaphyllum Tea (7-leaf variety); and An Duong Vien (8-leaf variety) health supplement of Dong Bac Medicinal Herb Cultivation, Production and Processing Company Limited.
