The project to renovate and upgrade National Highway 28B through Lam Dong province, approximately 68km long and with a total investment of over 1,400 billion VND from the state budget, continues to be behind schedule, despite multiple extensions.
According to the original plan, the project was supposed to be completed by the end of 2025. However, the deadline was later adjusted to March 2026 and then further extended until the end of June 2026. By the end of June, the project was still not finished.

Observations along the section from Km3 to Km5 show that there are still two sections of road that have not been paved with asphalt concrete, only the crushed stone base layer has been completed, with a total length of approximately 1.4km. These locations cause significant difficulties for traffic flow.

In late June, hundreds of vehicles lined up along the road, causing thick clouds of dust to spread. Many residents living along the route said that the prolonged dust problem seriously affected their daily lives.
Mr. Le Thanh, a local resident, said that the construction unit does water the area to reduce dust, but not regularly. During peak hours, passing vehicles cause dust to cover houses, obscure visibility, and pose a potential traffic safety hazard.
Not only is the road surface incomplete, but construction is also underway at viaduct number 4 on the route. Although the bridge deck has been concreted, many stages such as railings and technical finishing are still unfinished.

National Highway 28B is a vital transportation route xuyên through the forest, connecting the South Central Coast with the Central Highlands, and also serving as a link between Phan Thiet and Da Lat . The continuous delays in the project are affecting travel, goods transportation, and tourism activities, while also increasing costs and travel time on the route.
Representatives from the Central Vietnam Road Project Management Board (Vietnam Road Administration, Ministry of Construction) stated that the project is entering its final stages. The last 1.4 km of the route is basically complete, and the contractor expects to lay asphalt concrete this week. Regarding elevated bridge No. 4, the construction unit has completed pouring the concrete deck and is currently working on the railings, aiming for technical opening to traffic on June 30th.
At the same time, the Central Vietnam Road Project Management Board is committed to completing the remaining road surface before July 5, 2026, and putting the route into operation.

After numerous delays, this is considered the final deadline that residents and drivers have been waiting for, hoping that National Highway 28B will soon be completed, ending the long-standing dusty, unfinished, and unsafe traffic conditions.
