This regulation stipulates the principles, working procedures, responsibilities of members and the Standing Agency; and the information and reporting regime of the Steering Committee for key national projects and important railway projects.
Accordingly, the functions, tasks, powers, and members of the Steering Committee shall be implemented in accordance with the provisions of Decision No. 609/QD-TTg dated March 15, 2025, of the Prime Minister establishing the Steering Committee for key national projects and important projects in the railway sector.
Working principles of the Steering Committee
The Head, Deputy Head, and members of the Steering Committee work on a part-time basis.
The Steering Committee operates on the principles of centralized leadership, democracy, and open discussion, ensuring unified direction and emphasizing the responsibility of the Head of the Steering Committee; the Head of the Steering Committee makes the final decisions on matters of the Steering Committee; the Deputy Head of the Steering Committee decides on specific issues as assigned and authorized by the Head of the Steering Committee; the members of the Steering Committee are responsible for implementing their assigned tasks and proactively directing relevant agencies to implement tasks within their assigned sectors and fields of state management to develop nationally important railway projects.
The Head of the Steering Committee presides over scheduled meetings and convenes extraordinary meetings when necessary. The Head of the Steering Committee may delegate the Deputy Head of the Steering Committee to preside over meetings to discuss and decide on specific issues within the Steering Committee's responsibilities.
Working procedures of the Steering Committee
The Steering Committee meets regularly every three months and holds extraordinary meetings as decided by the Head of the Steering Committee. In addition to in-person meetings, the Standing Office of the Steering Committee may solicit written opinions from Steering Committee members, compile them, and report them to the Head of the Steering Committee for consideration and decision.
The agenda of the regular meeting focuses on evaluating the progress of implementing national key railway projects; reporting and making recommendations to competent authorities on issues beyond the Steering Committee's authority.
Based on the actual situation and task requirements at each time, the Standing Agency of the Steering Committee may propose inviting domestic and international organizations, experts, scientists , and sponsors to attend the Steering Committee meetings.
Members of the Steering Committee are responsible for reporting to the Head of the Steering Committee on the progress of assigned tasks and activities, or submitting ad hoc reports as requested by the Head, and proactively reporting any issues arising during the implementation of their duties. Reports from Steering Committee members are sent to the Head of the Steering Committee and also to the Steering Committee's permanent office for monitoring and overall compilation to support the Head's leadership and management.

The Standing Agency serves as the central point for providing information, data, and research documents on the Projects to support the work of the Steering Committee and comply with legal regulations.
Participate in meetings and work programs of the Steering Committee; monitor the implementation of tasks assigned by the Steering Committee to ministries, agencies, and members of the Steering Committee; perform other tasks assigned by the Steering Committee and the Head of the Steering Committee.
