
With its expanded development space and the synergy of the potential and advantages of both localities, the new city of Hai Phong has many opportunities and a strong aspiration to become a megacity, a growth pole, and a driving force for the key economic region of Northern Vietnam and the entire country. To realize this aspiration, the planning and construction of a comprehensive master plan for the development of Hai Phong city in this new space is of particular importance.
Unified and synchronized development space
According to the Hai Phong Planning Institute, prior to the merger, both Hai Phong City and Hai Duong Province had their planning for the period 2021-2030 with a vision to 2050 approved by the Prime Minister . The Prime Minister also approved the revised general planning for Hai Phong City and Hai Duong Province up to 2040 with a vision to 2050. In addition, urban planning, construction planning, rural planning, and specialized technical planning projects for the two localities were largely implemented.
Following the merger, the new Hai Phong city's development space expanded to over 3,190 km² , with a population of over 4.7 million people; it comprises 114 commune-level administrative units, including 67 communes, 45 wards, and 2 special zones. The economic scale increased to nearly 660,000 billion VND. Hai Phong gained additional development space, expanding its urban-industrial-logistics-high-tech agricultural zone, while also integrating additional resources in labor, infrastructure, and geographical location to form a new growth pole in the Northern region.
Essentially, the approved plans to date form a clear spatial development framework for the new Hai Phong city, connecting coastal economic corridors, industrial-service-urban areas in both the West and East, along with a regional transportation infrastructure network and a coastal urban area. However, overall, the plans still retain the individual characteristics and specificities of each locality.
Therefore, building a new master plan for Hai Phong city based on the existing foundation and framework remains extremely necessary and of particular importance. This aims to reshape the architectural and development spaces in an integrated and unified direction, fully utilizing the potential and synergistic strengths and traditional values of the culturally rich land of the Eastern region and the heroic port city. The plan will create an important foundation for Hai Phong's comprehensive and sustainable development in the new era, becoming a megacity, a growth pole, and a driving force for the key economic region of Northern Vietnam and the whole country, as expected by the Central Government.
Clearly define the key development areas and priorities.
According to Le Quy Tiep, Director of the Department of Construction, the construction of the new Hai Phong City Master Plan after the merger is a key task assigned by the city to the Department of Construction, in coordination with relevant departments and units, with the requirement to complete it as soon as possible. The new Hai Phong City Master Plan will ensure spatial consistency in the new development plan, inheriting and building upon the strengths of existing plans. At the same time, the plan aims to overcome limitations regarding the lack of connectivity and synchronization between areas, thereby accurately reflecting the position, potential, and development orientation of Hai Phong City in the new context, with strategic importance.

During the 2025-2026 period, the city will review the current situation, integrate data from existing plans, and determine the vision and spatial orientation to develop a planning task for submission to the Prime Minister for approval. In the 2026-2027 period, the city will conduct surveys, develop plans, gather feedback from relevant stakeholders, and finalize the plan for submission to the Prime Minister for approval. To accelerate implementation, the proposed solution is to closely integrate the master plan with the socio-economic development strategy, infrastructure, and environment. All key national projects and strategic transportation routes such as expressways, coastal roads, seaports, airports, and main arterial roads connecting major cities will be integrated synchronously into the planning project.
The new Hai Phong City Master Plan is expected to focus on five core issues. These are: developing the city according to a multi-center urban model, closely connecting the central area, the suburbs, and satellite cities; synchronizing and comprehensively upgrading technical and social infrastructure; focusing on developing key economic zones: high-tech industries, seaports and logistics, services, coastal and island tourism, and clean agriculture; simultaneously protecting the environment, responding to climate change, aiming for a green, smart, and sustainable city, and enhancing resilience to climate change and sea level rise; and especially, preserving cultural and historical values and promoting the unique identity of each region within the overall architectural space. Through this, the plan will comprehensively leverage the values, potential, and strengths, unlocking development resources to propel Hai Phong into a new era.
