Realizing the vision

To realize the goals set out in the Provincial Planning for the period 2021-2030, with a vision to 2050, in which the total social investment capital for the period 2026-2030 reaches over 676,000 billion VND, Dak Lak province has identified maximizing the mobilization of resources as a key and breakthrough task. The technical infrastructure system, especially transportation, is prioritized for synchronized investment with the formation of expressways directly connecting to the national highway system, upgrading aviation infrastructure, and developing the inter-regional railway network.

In addition, the province focuses on developing key infrastructure such as free trade zones, logistics centers, renewable energy, and modern urban systems. The consolidation of development spaces between Dak Lak and Phu Yen has created a new position, harmoniously combining the advantages of the Central Highlands and the South Central Coast, becoming an important prerequisite for the province to expand its development space, enhance its competitiveness, and integrate more deeply into the global economy.

Alongside infrastructure development, Dak Lak province places special emphasis on building a foundation of human resources and technology. The province focuses on training high-quality human resources in advantageous fields such as high-tech agriculture, forestry , biotechnology, and artificial intelligence. Simultaneously, the province is promoting comprehensive digital transformation across all three pillars: digital government, digital economy, and digital society, aiming to improve the investment environment and build a proactive, service-oriented, and transparent government.

In addition, the vision to 2050 is being refined towards green growth, smart urban development, and green finance, while clearly identifying growth drivers and strategic pillars in each stage to ensure rational prioritization and phasing of investment, concentrating resources on key sectors and projects with high spillover effects.

Innovate methods for attracting investment.

To ensure resources for planning, Dak Lak is implementing a comprehensive set of solutions to mobilize capital. Regarding state budget funds, the province is closely coordinating with central ministries and agencies to maximize the utilization of supplementary capital, ODA funds, and national target programs for key infrastructure projects. For local budget funds, the province is urgently reviewing, recovering, and publicly auctioning surplus land and public assets to create large-scale clean land reserves, thereby attracting reputable economic groups.

Compensation and resettlement work was also carried out promptly to create a favorable business environment, laying the groundwork to attract strategic investors through superior incentive mechanisms and "green channels". In addition, the province promoted innovation in mobilizing non-budgetary capital by diversifying public-private partnership (PPP) models and strengthening connections with international financial institutions such as the World Bank and the Asian Development Bank to invest in transportation infrastructure, clean energy, and interconnected digital infrastructure.

The provincial planning for the period 2021-2030, with a vision to 2050, aims to develop the eastern marine economic zone into a comprehensive marine economic development center.
