At its meeting on February 28, the Politburo unanimously decided to completely waive tuition fees for students from preschool to high school in public schools nationwide, starting from the beginning of the 2025-2026 school year.

To arrive at this important decision, the Politburo acted cautiously but decisively after reviewing and evaluating the initial results of implementing Resolution 18 of the Politburo on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient, with particular attention paid to financial resources.

Building a streamlined, strong, effective, and efficient state must be demonstrated through policies that bring the greatest benefits to people's lives, and the first achievement is the complete exemption of tuition fees for students from preschool to high school in public schools nationwide.

The Politburo's decision to waive tuition fees demonstrates the superiority of the socialist regime. Our country has existed for 80 years since National Day on September 2, 1945. Since then, the Party and State have always sought ways to ensure the country's development and the people's well-being, as evidenced by progressive policies clearly and specifically stipulated in the Constitution throughout history.

A crucial principle when the Politburo decided to waive tuition fees was constitutional. From the 1946 Constitution, Article 15 clearly stated, "Compulsory primary education and no tuition fees." The 1959 Constitution, Article 33 affirmed: "...The State shall gradually implement compulsory education..." The 1980 Constitution, Article 60 stated, "The State shall gradually implement compulsory general education and a system of free education..." The 1992 Constitution, Article 36 stated, "...universal primary education... The State prioritizes investment in education and encourages other sources of investment." The 2013 Constitution, Article 61, Clause 2 states: "The State prioritizes investment and attracts other sources of investment for education; takes care of preschool education; ensures that primary education is compulsory and the State does not collect tuition fees; gradually universalizes secondary education; develops higher education and vocational education; implements a policy of scholarships and reasonable tuition fees."

The General Secretary's overarching guiding ideology.

The Politburo's decision to waive tuition fees for students from preschool to high school in public schools starting from the 2025-2026 school year also aims to implement the content of Resolution No. 29-NQ/TW dated November 4, 2013, of the Central Committee of the Communist Party of Vietnam on fundamental and comprehensive reform of education and training. This includes implementing a roadmap for waiving tuition fees for students at all levels from preschool to junior and senior high school.

On November 9, 2024, while speaking at the Hanoi City National Assembly Delegation, General Secretary To Lam said: "The State has a very important policy of universal education, gradually progressing from primary to secondary school, so that children of school age can attend school. Moving forward, the State will abolish tuition fees and support children of school age. Progress must be like that!" This guiding principle of General Secretary To Lam has become a reality with the Politburo's decision to waive tuition fees for students in public schools nationwide.
