This directive has been met with great enthusiasm by the people, because for a long time, obtaining construction permits has been troublesome, time-consuming, laborious, and even costly; while permits are merely a formality, and in reality, many constructions are not built according to the permits, or even encroach on land... yet are still "allowed to pass" (!).

Abolishing licensing requirements while maintaining strict and rigorous inspection and enforcement of violations will reduce inconvenience and costs for citizens, decrease unnecessary workload for authorities, and simultaneously increase management efficiency and discipline, limiting corruption and negative practices. This is also a practical step in building a transparent administration that serves the people; thereby strengthening trust in the Party, the State, and local governments.
While there have been many positive results from streamlining construction permit procedures, it is necessary to continue reviewing and eliminating other impractical procedures in various fields, adhering to the principle that "citizens are allowed to do anything that the law does not prohibit." The key is for authorities to strengthen inspection and post-inspection responsibilities, and strictly handle violations (both those being inspected and the inspecting officers).
Cutting unnecessary administrative procedures is crucial in the "revolution" to reorganize the political system's structure to be "lean, strong, efficient, effective, and effective," meeting the requirements of national development in the new era. Therefore, the entire political system needs to be actively involved to ensure a truly honest administration that serves the people and fosters development.
