On January 7, 2026, on behalf of the Politburo, General Secretary To Lam signed and promulgated Resolution No. 80-NQ/TW on the development of Vietnamese culture (Resolution 80). The resolution was issued at a crucial time, as the country entered a new era of development, looking towards the significant milestones of the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the nation.

The arts and culture commentary program "Homeland in My Heart" is a cultural highlight of 2025.

The resolution reflects the strong political determination of our Party to truly make culture the foundation, an important endogenous resource, a great driving force, a pillar, and a regulating system for the rapid and sustainable development of the country.

Resolution 80 outlines the guiding principle: developing culture and human resources is the foundation, an important endogenous resource, a great driving force, a pillar, and a regulating system for the rapid and sustainable development of the country. Continuing to inherit Ho Chi Minh's thought on culture guiding the nation, the Resolution emphasizes that cultural values ​​must be closely and harmoniously integrated into all aspects of social life, from politics, economics, society, and the environment to national defense, security, and foreign relations, truly becoming a soft power of the nation in the new era. The Resolution considers culture not only as a spiritual foundation but also on par with politics, economics, and society, linked to building a cultural security and human security posture, and digital cultural sovereignty .

The resolution emphasizes that culture is a national undertaking led by the Party and managed by the State, with the people as the creators and beneficiaries, and highlights the important role of intellectuals, artists, cultural officials, and entrepreneurs, while also emphasizing the pioneering and exemplary role of cadres and Party members. Investing in culture is investing in the sustainable development of the country and the future of the nation; the State plays a leading role, closely coordinating state resources and social mobilization. It emphasizes understanding and harmoniously and effectively managing the internal relationships of culture,...

Regarding objectives, Resolution 80 sets out a system of specific, feasible goals with a long-term vision to 2030 and 2045, aiming to build and develop an advanced Vietnamese culture, rich in national identity, unified in diversity, with a complete system of cultural institutions, a healthy, humane, and modern cultural environment, literature and art reaching regional and global standards, cultural heritage preserved and promoted, cultural industries developing strongly, a cultural innovation startup ecosystem formed, and deep international integration. Typical examples include: 100% of local governments at both levels and the armed forces having digitized cultural institutions; 100% of cultural heritage sites ranked at the national and special national levels digitized by 2026; 100% of students and trainees in the national education system have access to and effectively and regularly participate in art activities and cultural heritage education...

A prominent new feature of Resolution 80 is the innovation in guiding and managing thinking, affirming that culture is a "regulatory system" for rapid and sustainable development; focusing on developing the cultural industry and international integration in the context of the digital age and globalization.

Secondly, the Resolution emphasizes perfecting institutions to create strategic breakthroughs and unlock resources for cultural development. This includes focusing on developing laws on artistic and literary activities, copyright, and the cultural industry... in a way that fosters and unlocks resources for cultural development; and developing, promulgating, and implementing the National Cultural Index and the Statistical Index on the contribution of cultural industries to economic development according to international standards.

Thirdly, the Resolution set specific quantitative targets, such as allocating at least 2% of the total annual state budget expenditure to culture and gradually increasing it according to practical needs; developing the cultural industry to contribute 7% of GDP by 2030, striving for 9% by 2045; ranking in the top 3 in ASEAN and top 30 globally in the country's Soft Power Index and the value of cultural industry exports by 2045…

Fourth, the Resolution calls for modern cultural governance, using efficiency, transparency, and creativity as benchmarks, shifting from management to governance, decentralizing power, and applying digital technology and AI in culture, representing a significant leap forward in helping culture adapt to the digital age. Notably, the Resolution designates November 24th as "Vietnamese Culture Day," a paid holiday, aiming to enhance cultural enjoyment, encourage creativity, promote a civilized lifestyle, and contribute to building a humane society.

A decisive and coordinated effort is needed.

Resolution 80 demonstrates a strong shift in guiding principles and transparency in implementation. Associate Professor, Dr. Nguyen The Ky, Vice Chairman of the Central Theoretical Council, assessed: “This is a resolution that forms part of the system of important resolutions for the comprehensive and sustainable development of the country that the Politburo has issued and directed to implement decisively in recent times. What I appreciate most is that Resolution 80 continues to affirm the great and immortal thought of President Ho Chi Minh at the First National Cultural Conference in 1946: “Culture must illuminate the path for the nation to follow.” At the same time, the Resolution clearly states that “Vietnamese culture is the crystallization of the nation's fine values ​​in the process of thousands of years of nation-building and national defense; it is an important endogenous resource that nurtures the intellect, soul, spirit, and character of the Vietnamese people”; culture is always an endogenous strength, and cultural values ​​permeate all aspects of social life.”

The Chairwoman of the Thai Nguyen Provincial Association of Literature and Arts, poet Nguyen Thuy Quynh, expressed: “From the spirit of Resolution 80, we can identify the responsibilities of literary and artistic associations and the team of artists from the central to local levels not only in terms of creative work but also in their role as key players in creating and spreading cultural power in the new era. This includes the responsibility of preserving and enriching cultural values, the responsibility of accompanying the development of the country and localities, the responsibility of innovating thinking and creative methods, the responsibility of building a cultural environment and an art audience, and the responsibility of integrating and spreading the soft power of culture.”

Associate Professor, Dr. Vu Thi Phuong Hau (Institute of Culture and Development, Ho Chi Minh National Academy of Politics) shared: “For the viewpoints, goals, and tasks of the Resolution to truly come to life, the process of understanding and organizing implementation is of decisive importance. This requires the decisive and synchronized involvement of all levels and sectors in concretizing and effectively implementing the contents of the Resolution, ensuring uniformity, consistency, and feasibility throughout the entire system.”
