During an inspection of the construction of the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressway projects, Minister of Transport Tran Hong Minh requested relevant units to focus maximum human resources and equipment to complete the projects eight months ahead of schedule.
Determined to exceed the schedule by 8 months.
On the morning of January 2nd, Minister Tran Hong Minh led a delegation from the Ministry of Transport to inspect the progress of the North-South Expressway component projects, including the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang sections. Accompanying the delegation was Mr. Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province.
Minister Tran Hong Minh urged contractors to accelerate construction progress, determined to complete the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang projects ahead of schedule.
Reporting to the Minister and the delegation, Mr. Dinh Cong Minh, Director of the Thang Long Project Management Board, stated that the two projects, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, have a total length of 89.4km, passing through the districts of Duc Tho, Can Loc, Thach Ha, Cam Xuyen, and Ky Anh in Ha Tinh province, with a total investment of over 17.3 trillion VND.
Specifically, the Bai Vot – Ham Nghi project is 35.2km long with a total investment of over 7.6 trillion VND, and the Ham Nghi – Vung Ang project is 54.2km long with a total investment of nearly 10 trillion VND.
Both projects commenced in early 2023. After two years, the Bai Vot - Ham Nghi project has reached 68.79% completion, and the Ham Nghi - Vung Ang project has reached 73.44%, basically meeting the shortened schedule as required.
In 2024, the Bai Vot - Ham Nghi project disbursed 2,094/2,270 billion VND, reaching 92.27%; the Ham Nghi - Vung Ang project disbursed 2,521/2,721 billion VND, reaching 92.64%.
Minister Tran Hong Minh presented gifts and encouraged officials, engineers, and workers who remained committed to the construction site on the occasion of the New Year 2025.
On the construction site, contractors have concentrated all their manpower, equipment, and machinery to work continuously and in stages, determined to strive to basically complete the main route by April 30, 2025, and essentially finish it by June 30, 2025, 8 months ahead of schedule.
A representative from the contractor Vinaconex stated that the company is responsible for 22.7km of the road and expects to complete 21km by the Lunar New Year of the Year of the Snake 2025. The company is committed to completing the entire route by April 30, 2025.
Similarly, the leaders of the Xuan Truong contractor also committed to completing the main line by April 30, 2025.
According to the Thang Long Project Management Board and the contractors, to achieve this result, in addition to the close guidance of the Government leaders and the leaders of the Ministry of Transport, the efforts and determination of the project management board and contractors, there was also the support of the local authorities in providing land and material sources during the construction process.
Minister Tran Hong Minh requested that the project management board, supervisory consultants, and contractors strictly control input materials and adhere to technical guidelines during construction to ensure the highest quality of the project upon completion.
Prioritize construction quality.
During the inspection along the entire route, at intersections where contractors were handling weak soil, unloading, and laying asphalt concrete, Minister Tran Hong Minh personally inspected the construction progress and suggested specific solutions to ensure the quality of construction during unloading and asphalt concrete laying.
"The quality of raw materials, especially asphalt, always plays a crucial role in determining the quality of the project. Therefore, the Thang Long Project Management Board, the supervisory consultant, and the contractors must further strengthen the supervision of input materials."
"We must use the best raw materials, meeting international standards, to ensure the highest quality of sugar," the Minister noted.
Minister Tran Hong Minh and the delegation offered incense and flowers at the Dong Loc Crossroads National Special Historical Site.
Acknowledging and appreciating the determination and efforts of all parties, the Minister directed: From now until April 30, 2025, there is not much time left, so all units must focus with the highest spirit and the fastest possible speed.
"The contractors must carry out the construction in stages, completing each section as it is completed, and are determined to open both projects for technical traffic by April 30, 2025, to celebrate the 50th anniversary of the Liberation of the South and the reunification of the country," the Minister demanded.
Taking into account the contractors' opinions, Minister Tran Hong Minh instructed the relevant departments and divisions of the Ministry to study the project expansion (phase 2).
The Minister and the delegation respectfully bowed their heads, expressing their boundless gratitude for the immense contributions of previous generations who dedicated their youth and sacrificed themselves for national independence, the freedom of the Fatherland, and the happiness of the people.
