The success of the program is not only demonstrated by the number of houses built and repaired but also serves as vivid evidence of the solidarity, sharing, responsibility, and political determination of the provincial leaders in caring for the lives of the people.

Completely resolve difficulties and obstacles.

Although they had moved to Khe Xong hamlet, Krong Klang town, Dakrong district a long time ago, Mr. Ho Van Suong (born in 1987) and his wife were still living on land without a land use certificate. Thanks to the timely support of the local authorities in completing the legal procedures and paperwork, by the end of 2024, Mr. Suong received his land use certificate and began construction of his house on the 72 m2 plot.

“In addition to receiving financial assistance for building a new house, my family also received support in resolving land-related issues, which allowed us to start construction. We are happy to live in a house that is warm in winter, cool in summer, and safe during storms,” Mr. Suong said.

In Dakrong district, there are more than 1,500 houses that need to be rebuilt or renovated. However, land-related issues are one of the biggest difficulties the district faces in implementing the program to eliminate temporary and dilapidated houses.

“To resolve difficulties for families facing land-related issues, the district has propagated, mobilized, and guided households to exchange land, divide land, transfer land use rights, and arrange land plots in accordance with land use planning. The local authorities have directed specialized departments and agencies to strengthen support in resolving land-related issues to accelerate the implementation of the program. For other difficulties, the district has also provided support and resolved them quickly and effectively so that families can proceed with house construction smoothly,” said Ho Van Hieu, Chairman of the Vietnam Fatherland Front Committee of Dakrong District.

In reality, the implementation of the program to eliminate temporary and dilapidated houses throughout the province has faced numerous difficulties, especially in the two mountainous districts of Huong Hoa and Dakrong, where the majority of houses needing assistance are concentrated. Difficult transportation conditions and fragmented terrain have significantly affected the transport of materials and the progress of construction.

The majority of poor and near-poor households are ethnic minorities living in border areas with low living conditions and incomes, resulting in very limited self-resources. Difficulties regarding land, legal procedures, limited matching funds, changes in the list of eligible beneficiaries, along with difficult transportation conditions and fragmented terrain, are factors that cause delays and require multiple adjustments to the implementation plan.

Having clearly identified these issues, the provincial leadership, the Provincial Steering Committee for the Program to Eliminate Temporary and Dilapidated Houses, and the Vietnam Fatherland Front Committees at all levels, according to their assigned functions, have conducted numerous field inspections, promptly resolving difficulties and identifying shortcomings early on to make timely adjustments, especially in complex areas such as land planning and land allocation... in order to ensure the completion progress, construction quality, and effectiveness of the program.

Chairman of the Vietnam Fatherland Front Committee of the province, Dao Manh Hung, said: Regarding the program to eliminate temporary and dilapidated houses and provide housing support for policy beneficiary families and people with meritorious services, the leadership and management clearly demonstrate decisiveness and unity with the motto "simultaneously working, completing procedures, and resolving difficulties and obstacles."

The province has also been flexible in handling emerging situations at the grassroots level to help prevent the program from stalling, minimizing delays or dependence on intermediaries. It has directed the timely mobilization and allocation of support resources from the central government, local authorities, and social sources to ensure the program is implemented seriously, systematically, targeting the right beneficiaries, on schedule, effectively, and with a positive impact on society.

PROGRAM TO ELIMINATE TEMPORARY AND DILAPIDATED HOUSES REACHES ITS GOAL AHEAD OF SCHEDULE.

As of June 23, 2025, the entire province has built and renovated 2,274 out of 2,374 houses for people with meritorious services to the revolution and relatives of martyrs; and built and renovated 7,486 out of 5,289 temporary and dilapidated houses for poor and near-poor households. Responding to the nationwide emulation movement to eliminate temporary and dilapidated houses in 2023-2024, the province has completed 1,860 houses for use in early 2025, and built 4,603 new houses in 2025. The program to eliminate temporary and dilapidated houses in Quang Tri province was completed before June 30, 2025, reaching the target two months ahead of the original plan (August 30, 2025). To date, 100% of districts, towns, and cities in the province have met the set progress requirements.

Ensuring accuracy, openness, and transparency.

Over the past period, the demolition of temporary and dilapidated houses for poor and near-poor households in the province has been carried out democratically, openly, and transparently, ensuring progress and quality, and promoting the efforts of families, the joint efforts of relatives and the community. The implementation process adheres to the principle of "households that meet the criteria are prioritized"; with community participation and supervision, ensuring transparency, targeting the right beneficiaries, and following the correct procedures.

According to the Chairman of the Vietnam Fatherland Front Committee of the province, Dao Manh Hung, to date, the steering committee and its members at all levels have conducted 47 inspection rounds, focusing on communes with a large number of houses and particularly disadvantaged communes to ensure the quality of construction, completion progress, and effectiveness of the program; monitoring, receiving, and resolving difficulties and requests from people related to the program, ensuring that housing support policies for people with meritorious services to the revolution and relatives of martyrs, poor households, and near-poor households are implemented correctly according to the approved list.

The inspection was conducted comprehensively on both aspects: mobilization and allocation of resources, and organization of the construction and repair of housing. The Vietnam Fatherland Front Committees at all levels have promoted the supervisory role of the people, coordinating the review and verification of eligible beneficiaries in accordance with regulations, and supervising the commencement, construction, acceptance, and handover of houses.

Through practical inspections, many difficulties and obstacles at the grassroots level have been promptly identified and resolved. The entire process of mobilizing, receiving, and allocating resources is updated on the province's Relief and Charity Information Portal, creating conditions for people, organizations, and donors to monitor and supervise, contributing to enhancing the transparency, accountability, and responsibility of all levels of government.

Creating leverage for the future

The program to eliminate temporary and dilapidated housing has brought about many positive changes, truly becoming a driving force for poor people to rise up and build new lives.

In the border commune of A Bung, Dakrong district, having a sturdy house is the dream of many people, including the couple Ho Van Rach and his wife, in Cu Tai 1 village. Married for many years, their income from farming couldn't provide them with a more comfortable life. After their three children were born, Mr. Rach decided to go to the South to work as a laborer to earn money to support his family.

However, being far from home and having an unstable job prevented him from focusing on his work. “Before, when I worked far away, every time the rainy season came, I was constantly worried about our cramped, dilapidated stilt house, which would get my children's clothes and books wet. I felt sorry for my wife having to raise three children alone in such an unsafe place. Now, with the support of the Party and the State, my family has a sturdy house that ensures safety during the rainy season, and my children also have a proper study area. Therefore, I feel more at ease,” Mr. Rach confided.

Providing housing and livelihood support linked to sustainable poverty reduction has always been identified by provincial leaders and all levels and sectors as a core task that needs to be addressed decisively and effectively. Provincial Party Secretary Nguyen Long Hai affirmed: Eliminating temporary and dilapidated houses has become a comprehensive movement in recent times, creating a vibrant atmosphere of emulation among all levels, sectors, localities, the business community, and people throughout the province. This is considered a bright spot in sustainable poverty reduction efforts.

In the coming period, Party committees, government agencies, the Fatherland Front, and political and social organizations should focus on effectively disseminating information to ensure the entire political system, especially the business community, organizations, individuals, philanthropists, and all segments of the population, deeply understands the content, purpose, significance, and humanitarian nature of the campaign, creating a widespread impact to mobilize all resources from society, along with state resources, to support the construction of housing for households in the "Joining Hands to Eliminate Temporary and Dilapidated Houses" emulation movement, as well as other movements and campaigns.

According to Provincial Party Secretary Nguyen Long Hai, housing difficulties have been resolved, and people now own new homes, thus solving the difficult problem of secure housing. The important issue now is that people, having received this crucial "support," need to comprehensively change their mindset and actions. They should not rely solely on the State but must strive to improve themselves, make significant contributions to society, and help transform and develop their homeland.

The work of supporting people after the demolition of temporary and dilapidated houses must be carried out with the highest sense of responsibility, thoroughness, and substance, using people's satisfaction and stability as a measure of results. The supervisory role of the Vietnam Fatherland Front and other mass organizations should be strengthened in the implementation process, ensuring transparency, accountability, and that the support reaches the intended beneficiaries.

Furthermore, the province will integrate the program to eliminate temporary and dilapidated houses with socio-economic development programs, especially the sustainable poverty reduction program, to enhance overall effectiveness. “The program to eliminate temporary and dilapidated houses is a program for the people, for the poor, and for the sustainable development of Quang Tri province. All levels and sectors need to continue to participate decisively, while ensuring transparency in the selection of beneficiaries so that no one is left behind.”

The provincial leaders also called on businesses, organizations, and individuals inside and outside the province to continue supporting the program, thereby multiplying joy and happiness in these charitable houses. "The results achieved in implementing the program to eliminate temporary and dilapidated houses make a significant contribution to the goal of building a more developed, civilized, prosperous, and beautiful Quang Tri," emphasized Provincial Party Secretary Nguyen Long Hai.
