How are exam questions set and exams supervised?

The high school graduation exam will take place from June 27th to 29th. On June 27th, candidates will be present at the examination centers to complete the registration procedures, listen to the regulations being explained, and correct any erroneous information (if any). On June 28th and 29th, candidates will take four exams: Literature, Mathematics, a combined subject exam, and a foreign language.

" CLOSING THE GAPS" IN THE EXAM QUESTION DESIGN PROCESS

Around the time of this year's high school graduation exam, the indictment in the case of "abuse of position and authority while performing official duties" related to the 2021 high school graduation exam in biology was announced and is preparing for trial. According to the indictment, two defendants, assigned by the Ministry of Education and Training to participate in building the exam question bank and the exam question committee for biology, knew that the Ministry of Education and Training's question-generating software was not random. They abused their assigned duties and authority to take materials home and compile questions, then arranged them into positions to be drawn as the source of official exam questions and directed the selection of question combinations they compiled to build the official exam; at the same time, they used these questions as exam preparation materials for some students who were relatives or acquaintances. This was because the Ministry of Education and Training's exam question bank management software no longer generated questions randomly but instead generated question combinations where questions with the same ranking number would be included in the same exam combination.

The investigation's conclusions have raised public concerns about the quality of this year's high school graduation exam. At a recent conference organized by the Ministry of Education and Training to prepare for the high school graduation exam, Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), stated regarding the exam question preparation process: "The Ministry of Education and Training has issued guidelines on the exam question preparation process, ensuring that question combinations are randomly selected from the question bank for drafting, reviewing, and refining the exam questions and answers; the forms for each stage have been reviewed and perfected; and the responsibilities of those participating in the exam question preparation committee have been clearly defined."

Regarding the grading process, this year, the Ministry of Education and Training affirms that it will continue to use the multiple-choice grading software version provided to provincial Departments of Education and Training in 2022. To overcome some limitations in the use of the multiple-choice grading software, the Ministry of Education and Training has provided training and guidance to the provincial Departments.

The Ministry of Education and Training should prepare the information technology infrastructure, install and use it according to regulations; provide thorough training on software usage; and compile the limitations and errors encountered in previous exams during grading to develop solutions and avoid recurrence.

NEARLY 8,000 UNIVERSITY STAFF MOBILIZED TO SUPERVISE AND GRADE EXAMS

Regarding inspection and supervision, the Ministry of Education and Training stated that it has trained inspectors and supervisors for the 2023 high school graduation exam, prepared all necessary documents, forms, and handbooks for inspection and supervision; and organized training for key personnel involved in exam inspection and supervision. The Ministry of Education and Training has also issued a document assigning higher education institutions to send personnel to participate in exam supervision inspection teams in various localities. Accordingly, nearly 8,000 officials and staff from higher education institutions have been mobilized to organize 63 Ministry-led exam supervision inspection teams and 63 Ministry-led exam marking inspection teams at 63 provincial Departments of Education and Training.

The number of PhDs in Hanoi accounts for more than 1/10 of the total number of PhDs nationwide.

With over 102,000 candidates, Hanoi has the highest number of candidates among all localities, accounting for more than 1/10 of the total number of candidates nationwide registered for this year's high school graduation exam. Hanoi has deployed nearly 15,000 officials, teachers, and staff to participate in invigilation at examination centers; nearly 600 inspectors are stationed at examination centers to supervise and enhance security during the invigilation process, with the principle that: examination centers with fewer than 20 rooms have 2 inspectors; from 20 to 30 rooms have 3 inspectors; from 31 to 40 rooms have 4 inspectors...

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, emphasized that the exam supervision process needs to be carried out seriously, strictly, with clear responsibilities and confidential procedures; strengthening supervision and enhancing the responsibility of exam supervisors to ensure the exam takes place safely and the results accurately reflect the quality of learning.

Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, said that currently, most provinces and cities have hotlines to promptly report information, ensuring security and safety. In addition, the inspection team has formed 10 groups to conduct in-depth checks on the preparation and organization of the exam in several localities.

Emphasizing the importance of inspection and supervision, Mr. Cuong affirmed: "The Ministry's Inspectorate will continue to conduct inspections and supervision in localities, closely coordinating with provincial inspectorates to ensure safety, thoroughness, and caution in all stages. All stages of the exam must be inspected. No official who has not received training should participate in the exam. Officials must receive full training and understand their assigned tasks."

All preparations for this year's high school graduation exam have been completed.

CREATING MAXIMUM FACILITIES FOR STUDENTS

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training and Head of the National Steering Committee for the 2023 High School Graduation Examination, stated: Through direct meetings with dozens of localities and reports from 63 provinces and cities sent to the national steering committee, it appears that, at this point, all preparations for the high school graduation examination are proceeding normally and according to plan.

Emergency services are on standby for unexpected situations.

Mr. Vuong Anh Duong, Deputy Director of the Department of Medical Examination and Treatment Management ( Ministry of Health ), informed that the Ministry has issued a document on ensuring medical services for the 2023 high school graduation exam to provincial health departments to ensure the safety of the exam; and to maintain emergency response in case of unexpected situations. Specifically, attention should be paid to the location of emergency rooms at exam sites, ensuring they are suitable and convenient for quick and timely emergency care. Rooms should be spacious and well-ventilated to allow for rapid on-site emergency response. In addition, provincial health departments should form teams to inspect food safety at food stalls and eating areas around exam sites, preventing food poisoning and summer diseases that may occur.

Local authorities have also developed contingency plans and scenarios for natural disasters, floods, epidemics, traffic, fire prevention and control, and electricity supply, to promptly respond and handle situations during the exam days. "In particular, local authorities have focused on providing support to candidates from disadvantaged backgrounds, ensuring that no candidate is unable to participate in the exam due to economic difficulties or transportation problems," Mr. Thuong said.

Speaking during a recent inspection of exam preparations in several localities, Mr. Pham Ngoc Thuong emphasized that in the exam process, every small detail cannot be overlooked and is geared towards the candidates, creating the best possible conditions for them and avoiding any negative impact on their psychology, morale, or exam results. "The thorough and meticulous inspection of every small detail is all aimed at caring for the candidates and the teachers who are doing this extremely important work for the exam. I always instruct that there should be no stress or exaggeration, but that everyone must fulfill their responsibilities and adhere to regulations and rules," Mr. Thuong said.
