According to Mr. Nguyen Hong Phuc, Director of the Ho Chi Minh City Youth Cultural Center, the project was conceived from the desire to create an open space where people, especially young people, can relax, meet, enjoy art, and cultivate a reading habit in the modern urban lifestyle.

Inspired by the image of a "book garden," Book Garden 21 is designed with many green spaces, reading nooks, a café, and a community area. This space is open from 7 AM to 10 PM daily. Besides reading, it also hosts weekend art performances, art skills training courses, and meet-and-greets with writers and authors.
Currently, Book Garden 21 boasts over 200 titles across various fields such as literature, life skills, science , history, and books about President Ho Chi Minh. A highlight of the model is the "knowledge book cart," offering on-site reading for a fee of 10,000 VND per book for two hours. In the future, the Ho Chi Minh City Youth Cultural Center plans to expand this model into a larger space called the "Firefly Reading Space" once its new headquarters is completed.
