Investment project to build Cho Moi - Bac Kan route in Cho Moi district
According to the plan, the Cho Moi - Bac Kan expressway will start construction in just a few days. Up to now, Project Management Board 2, Ministry of Transport has closed the bidding for the construction packages of the Project. The Provincial Traffic Construction Investment Project Management Board has completed the selection of contractors for 8/8 consulting packages for moving technical infrastructure works and measuring and adjusting maps; and is continuing to coordinate with relevant units to implement the contents after the site clearance stakes are placed and the cadastral map is drawn.
To ensure that the land acquisition, compensation and resettlement support of the Sub-project for site clearance of the Cho Moi - Bac Kan route investment project are carried out in accordance with the procedures prescribed by law, Bac Kan city and Cho Moi district have also had a detailed plan for land acquisition, investigation, survey, measurement and counting to implement the Sub-project for site clearance of the Project. Thereby, helping the investor and the organization in charge of compensation and resettlement support to proactively carry out tasks related to the acquisition, compensation and support work in accordance with the time and progress of the Sub-project; ensuring the rights and interests of organizations, households and individuals whose land is acquired according to current policies and regulations.
Mr. Tran Manh Cuong - Vice Chairman of Cho Moi District People's Committee said that the district has coordinated with the Provincial Traffic Construction Investment Project Management Board, consulting unit, stake setting unit, and Bac Kan City Compensation and Site Clearance Board to hand over and receive stake setting documents and the site clearance marker system in the field. Regarding the resettlement category, Cho Moi district has completed 3 bidding packages: Consulting on the detailed planning of resettlement areas in Cho Moi district; establishing the construction survey task for the feasibility study report; consulting on measuring and assessing the current status of forests, and preparing dossiers for converting forest use purposes. The district has approved the consulting packages for preparing bidding documents and evaluating bidding documents for package 4 on topographic survey, detailed planning at a scale of 1/500 and setting up boundary markers for resettlement areas in the district under the Project; and completed the appraisal of the planning project for the consulting package for the detailed planning of resettlement areas in the district.
For Bac Kan city, the adjustment of the estimated value of 5 bidding packages of the Project has been approved. Currently, the selection of contractors for the bidding package of Preparing a detailed construction planning adjustment project, scale 1/500; setting up planning boundary markers is being carried out.
Regarding the proposed location and venue for the groundbreaking ceremony of the Project, based on the proposal of the specialized agencies of the Provincial People's Committee, the Party Committee of the Provincial People's Committee reported, proposed, and asked for the opinion of the Standing Committee of the Provincial Party Committee to choose the groundbreaking location at Group 16, Song Cau Ward, Bac Kan City (the final location of the route, according to the Project's itinerary), located at the intersection at the beginning of the Bac Kan City - Ba Be Lake Road Construction Project. This location has the advantage of being close to the city center, convenient for receiving the delegation of the Central Government, the Government , ministries, departments, and branches attending the groundbreaking ceremony; ensuring security and order, traffic safety, logistics services, etc. Along with that, the investor is also asking for approval and implementing the procedures to organize the groundbreaking ceremony.
Previously, the Standing Vice Chairman of the Provincial People's Committee, Dinh Quang Tuyen, directly inspected and worked on the construction sites of the resettlement area of the Sub-project for site clearance and the locations where the groundbreaking ceremony of the Project is expected to be held. After conducting a field survey and listening to reports on the situation and progress of the Project implementation, the Standing Vice Chairman of the Provincial People's Committee requested localities to proactively coordinate with relevant agencies to continue to effectively propagate the significance and importance of the Project; proactively and actively mobilize and create consensus among the people during the implementation process; focus on leading, directing and urging the affiliated specialized departments and offices to accelerate the implementation progress, ensuring the quality and progress approved by the Provincial People's Committee; Proactively research and implement in parallel the procedures on general planning and detailed planning and related procedures to ensure the overall progress of the Project and must ensure that people whose land is recovered have accommodation, income and living conditions equal to or better than their old place of residence... Request the Provincial and Municipal Traffic Construction Investment Project Management Board to review, check, synthesize data, area of the planned location for the groundbreaking ceremony and other necessary conditions to ensure that the space for the area for the groundbreaking ceremony of the Project is met.
Recognizing the importance of the Project, the Provincial Party Committee and the Provincial People's Committee have resolutely directed the site clearance work and the conditions for the commencement of the Project. In particular, to ensure the progress of the expressway commencement, Bac Kan province has launched a peak emulation period (from November 1, 2024 to December 31, 2024) to accelerate the implementation progress of the site clearance sub-project under the Cho Moi - Bac Kan route investment and construction project to widely reach agencies, units and localities where the expressway project passes through; considering site clearance work as one of the key tasks in implementing political tasks, contributing to the successful completion of the socio-economic development goals and tasks of the province...
