According to the plan, the groundbreaking ceremony for the Cho Moi - Bac Kan expressway will take place in just a few days. To date, Project Management Board 2 of the Ministry of Transport has closed the bidding for the construction packages of the project. The Provincial Project Management Board for Investment and Construction of Transport Works has completed the selection of contractors for 8 out of 8 consulting packages for relocating technical infrastructure and surveying and map correction; and is continuing to coordinate with relevant units to implement the following tasks after the land clearance demarcation and cadastral surveying are completed.

To ensure that the land acquisition, compensation, and resettlement support for the land clearance sub-project of the Cho Moi - Bac Kan road construction investment project are carried out in accordance with the procedures stipulated by law, Bac Kan city and Cho Moi district have also developed detailed plans for land acquisition, investigation, surveying, measurement, and counting to implement the land clearance sub-project. This helps the investor and the organization responsible for compensation and resettlement to proactively carry out tasks related to land acquisition, compensation, and support according to the sub-project's timeline and progress; ensuring the rights and interests of organizations, households, and individuals whose land is acquired according to current regulations and policies.

Mr. Tran Manh Cuong, Vice Chairman of the People's Committee of Cho Moi District, said that the district has coordinated with the Provincial Project Management Board for Investment and Construction of Transportation Works, the consulting unit, the staking unit, and the Land Compensation and Resettlement Board of Bac Kan City to hand over and receive the staking documents and the system of land clearance markers on the ground. For locations where staking has been handed over, notices of land acquisition have been issued so that people are fully informed and can comply...

Regarding the resettlement category, Cho Moi district has completed 3 bidding packages: Consulting services for preparing detailed planning tasks for resettlement areas in Cho Moi district; preparing survey tasks for the feasibility study report; and consulting services for surveying and assessing the current state of forests and preparing documents for forest land use conversion. The district has approved the consulting packages for preparing bidding documents and evaluating bids for package No. 4, which involves topographic surveying, preparing detailed planning at a scale of 1/500, and marking the boundaries of resettlement areas in the district under the Project; and has completed the appraisal of the planning task for the consulting package for preparing detailed planning tasks for resettlement areas in the district.

For Bac Kan City, the adjusted estimated value of 5 bidding packages of the Project has been approved. Currently, the contractor selection process is underway for the package to prepare the revised detailed construction planning scheme, at a scale of 1/500; and to mark the planning boundaries.

Regarding the proposed location for the groundbreaking ceremony of the Project, based on proposals from specialized agencies of the Provincial People's Committee, the Party Committee of the Provincial People's Committee has reported, proposed, and sought the opinion of the Standing Committee of the Provincial Party Committee to select the groundbreaking location at Group 16, Song Cau Ward, Bac Kan City (the end point of the route, according to the Project's alignment), within the intersection area at the beginning of the Bac Kan City - Ba Be Lake road construction project. This location has the advantage of being close to the city center, convenient for receiving delegations from the Central Government , ministries, and agencies attending the groundbreaking ceremony; ensuring security, traffic safety, and logistical support… At the same time, the investor is also seeking approval and carrying out the necessary procedures to organize the groundbreaking ceremony.

Earlier, the Standing Vice Chairman of the Provincial People's Committee, Dinh Quang Tuyen, personally inspected and worked on the construction sites of the resettlement area for the land clearance sub-project and the locations where the groundbreaking ceremony for the project is planned. After surveying the site and listening to reports on the situation and progress of the project implementation, the Standing Vice Chairman of the Provincial People's Committee requested localities to proactively coordinate with relevant agencies to continue effectively disseminating information about the significance and importance of the project; proactively and actively mobilize and create consensus among the people during the implementation process; focus on leading and directing the relevant departments and divisions to accelerate the implementation progress, ensuring the quality and progress as approved by the Provincial People's Committee; Proactively research and simultaneously implement procedures related to general and detailed planning, as well as other relevant procedures, to ensure the overall progress of the Project. It is also necessary to ensure that those whose land is expropriated have housing, guaranteed income, and living conditions equal to or better than their previous residences… The Provincial and City Project Management Boards for Investment and Construction of Transportation Works are required to review, inspect, and compile data on the area and location of the planned groundbreaking ceremony and other necessary conditions to ensure sufficient space for the groundbreaking ceremony area.

Recognizing the importance of the Project, the Provincial Party Committee and the Provincial People's Committee have decisively directed the land clearance work and the necessary conditions for the Project's commencement. In particular, to ensure the timely commencement of the expressway, Bac Kan province launched a high-intensity emulation campaign (from November 1, 2024 to December 31, 2024) to accelerate the implementation of the land clearance sub-project under the Cho Moi - Bac Kan expressway construction project, reaching out to agencies, units, and localities through which the expressway passes; considering land clearance as one of the key tasks in fulfilling political duties, contributing to the successful achievement of the province's socio-economic development goals and tasks…

The Cho Moi - Bac Kan Expressway has a total length of approximately 28.8 km; its starting point connects to the Thai Nguyen - Cho Moi Expressway in Cho Moi District, Bac Kan Province; and its end point connects to the Bac Kan - Cao Bang Expressway in Bac Kan City, Bac Kan Province. The project was approved by the Ministry of Transport in Decision No. 666/QD-BGTVT dated June 25, 2024.

Project Management Board 2 under the Ministry of Transport (the investor) is implementing a plan to select contractors for the Project. Accordingly, the construction package (including survey and design drawings) worth VND 4,945.676 billion is being offered for open online bidding, with the bid opening date on November 25, 2024.
