The agricultural supplies store in Xuan Van commune (Yen Son district), part of the distribution system of Tuyen Quang Agricultural Supplies Joint Stock Company, has a full range of crop seeds including corn, rice, fertilizers, and pesticides to supply spring crop production in the localities. Mr. Dao Van Chien, the store owner, said: To serve the production of people in the commune and surrounding areas, in addition to the seeds exclusively distributed by the company, the store has imported 7 rice varieties included in the province's seed structure, including Thai Xuyen, Huong Uu 98, Nhi Uu, HMC2, Thai Binh... to meet the production needs of the people. Compared to 2023 and 2024, the prices of seeds, fertilizers, and pesticides remain unchanged this year.

At the seed and fertilizer store in Yen Nguyen commune (Chiem Hoa district), various types of rice, corn, and other crop seeds have been stockpiled to meet the production needs of local people. According to the store owner, local farmers usually plant earlier, so the store imported and supplied seeds from the end of 2024. Currently, half of the seeds have been sold, and the remaining quantity consists of short-day varieties that the dealer imported as a reserve in case of severe cold weather damaging the seedlings and requiring supplementary planting.

According to a report from Tuyen Quang Agricultural Seed and Supplies Joint Stock Company, the company has prepared over 1,000 tons of fertilizer, which has been imported and stored in its warehouse, ready to supply to the company's stalls and dealers throughout the localities to serve the production needs of farmers.

Inspectors from the Department of Agriculture and Rural Development are inspecting the market for seeds and supplies in Yen Son town (Yen Son district).

To meet the seed needs for nearly 1,000 hectares of rice cultivation in this year's spring-summer crop, the entire province requires nearly 1,000 tons of hybrid and purebred rice seeds of various types. Currently, the market for seeds and fertilizers is relatively stable, with no shortages or price spikes. Several domestic seed producers have proactively produced many high-quality purebred and hybrid rice varieties, thus reducing dependence on imported seeds from China and India, and significantly contributing to market stability and reducing input costs for farmers.

Ensure sufficient water supply for production.

According to the National Center for Hydro-Meteorological Forecasting, the ENSO phenomenon (the overall state of both El Nino and La Nino) is in a neutral state and is expected to continue for the first six months of 2025, meaning that drought is highly likely to occur throughout the spring crop season. Inspections by the Department of Agriculture and Rural Development show that most reservoirs throughout the province have not yet accumulated enough water to serve production. The current average water storage in reservoirs is only about 60-70% of the total storage capacity, while in previous spring seasons it reached about 70-80%. Furthermore, this year the Tuyen Quang hydroelectric reservoir only released water in two phases, and the release time was also shorter than in previous years.

Faced with difficulties in water resources for production, the Department of Agriculture and Rural Development has issued a document requesting districts and cities to coordinate in organizing solutions to ensure water supply for agricultural production and drought prevention and control. Accordingly, localities should further strengthen water resource management; inspect and organize water conservation, use water economically, and store water in all irrigation works, especially in lakes and ponds, to have a proactive water source for irrigation to combat drought. At the same time, they should repair leaks in main dams; address leaks in water intake and regulating sluice gates; repair damage and prepare sufficient materials and fuel for drought prevention and control; dredge suction and discharge basins and operate according to technical procedures to ensure that pumping stations operate safely and at their designed capacity. For pumping stations along the Lo and Gam rivers, the local irrigation works management boards need to regularly monitor and closely follow the water release schedule on mass media to ensure sufficient water is taken for agricultural production. According to the plan, the water release for production will begin at 0:00 on January 12th.

Currently, officials from the Irrigation Works Management Board in localities along both banks of the Lo River are concentrating manpower and machinery to repair and maintain pumping stations, water pipelines, and canal systems to be ready for pumping water to serve production when the hydroelectric reservoir releases water.

Lower-than-average water levels in reservoirs will impact spring crop production.

Mr. Nguyen Ngan, Head of the Irrigation Works Management Board of Vinh Loi Commune (Son Duong District), said: "The historic flood from the remnants of Typhoon No. 3 damaged the entire pipeline system and buried the commune's water reservoir. To ensure the pumping, storage, and regulation of water for spring crop production, in recent days, the board's staff have worked day and night repairing and maintaining the pumping system, clearing all water pipes, and hiring excavators to remove the soil that buried the reservoir. After half a month of continuous work, the commune's irrigation system has been restored and is ready for pumping and storing water as soon as the hydroelectric reservoir releases water for the first time," Mr. Ngan affirmed.

In Hoang Khai commune (Yen Son district), the Irrigation Works Management and Exploitation Team has completed repairs and maintenance of pumping stations and mobilized maximum resources from production teams to clear canals and ditches, facilitating the fastest and earliest possible water delivery to the fields. Mr. Luu Van Tai, Team Leader of the Hoang Khai Irrigation Works Management and Exploitation Team, said: "This year, the difficulty is that the water level in the reservoir is lower than in previous years, only reaching 80% of the designed capacity. Therefore, the team has calculated and scheduled the most appropriate pumping and water regulation to ensure that farmers can prepare the land and sow spring rice according to the schedule."

According to agricultural sector recommendations, the 2025 spring crop may experience severe cold weather later and less intensely than the annual average, with the number of days of severe cold weather tending to be lower than the annual average. Therefore, farmers need to pay attention to planting schedules and crop varieties to ensure rice flowers at a safe time, avoiding the impact of the last cold spell (the "Nang Ban" cold spell). Limit planting the main spring crop, mainly planting the late spring crop, focusing on planting after the beginning of spring (February 3-2). During the seedling stage, 100% of the seedling area must be covered with plastic sheeting using the correct technique to minimize damage caused by the weather.

All preparations for the spring crop have been made to ensure a successful harvest. Farmers need to strictly follow the recommendations of the agricultural sector: Use seeds within the province's seed structure, absolutely do not buy seeds of unknown origin, and do not buy seeds online. The lesson learned from buying seeds online in the spring of 2024, which resulted in total crop loss, remains relevant.
