The Tuyen Quang City Party Committee has 33 grassroots party branches and committees with over 10,700 party members. To improve the quality of party members and to review, screen, and remove those who no longer meet the qualifications, the City Party Committee's Organization Department has advised the Standing Committee of the City Party Committee to simultaneously lead two tasks: developing party members and reviewing, selecting, and removing those who no longer meet the qualifications. From 2020 to the present, the City Party Committee has removed the names of 32 party members and expelled 44 party members. Most of the expelled party members violated party regulations, failed to submit party membership documents after their transfer, and did not participate in party activities after the transfer.

According to Comrade Vu Dinh Thuan, Deputy Head of the Organization Department of the Tuyen Quang City Party Committee, to effectively review and screen Party members, Party committees at all levels regularly conduct reviews, identify, educate , assist, and screen unqualified Party members, removing them from the Party in accordance with regulations. At the same time, they strengthen inspection and supervision of the implementation of Party member review and screening. Since the beginning of the term, the Tuyen Quang City Party Committee has conducted nine inspections and supervisions of grassroots Party branches and committees regarding matters related to Party member work. Through these inspections and supervisions, timely findings, corrections, guidance, and assistance have been provided to Party branches and committees to ensure compliance with Party regulations.
Comrade Nguyen Manh Hoa, Secretary of the Party Committee and Chairman of the People's Council of Chan Son commune (Yen Son district), said: Chan Son has the unique characteristic of being an agricultural and forestry production commune. The commune's Party Committee has many Party members working far from home. To overcome difficulties, the commune's Party Committee has focused on many solutions to improve the quality of Party member management, especially for Party members working far from home. Specifically, the Party Committee has adapted the Party's regulations to the local conditions. For example, Party branches have flexibly scheduled regular and thematic meetings, ranging from the 3rd to the 10th of each month. Some Party branches even hold evening meetings to allow Party members to arrange their work schedules to attend fully.
Furthermore, the Party Committee always prioritizes innovation and improving the quality of political theory and resolution studies for Party members; promptly screening potential candidates and probationary members from the outset. Party committees at all levels assign committee members to oversee and participate in activities with Party branches to promptly address legitimate requests from Party members. Party branches effectively assign tasks to Party members with specific deadlines. This contributes to improving the quality of Party branch activities and building strong Party organizations. In 2023, the Party Committee of Chan Son commune was assessed as having excellently fulfilled its nhiệm vụ (tasks/duties).
In implementing Directive No. 28-CT/TW dated January 21, 2019, of the Party Central Committee on improving the quality of Party membership recruitment and reviewing, screening, and removing unqualified Party members from the Party; and Guidance No. 02-HD/BTCTW dated April 12, 2021, of the Central Organization Committee on criteria and procedures for reviewing, identifying, educating, assisting, screening, and removing unqualified Party members from the Party, the Provincial Party Standing Committee has issued documents to lead and direct subordinate Party committees to thoroughly understand and seriously implement these directives. Party committees at all levels have directed and conducted reviews of Party members, thereby clarifying those who have failed to fulfill their duties; those who have not complied with Party regulations, transferred their Party membership, or have transferred their Party membership but have not submitted the necessary documents to the competent Party organization; and those who have violated Party discipline and state discipline. Party members who lack exemplary conduct and have low prestige among the people are dealt with according to regulations. From 2020 to the present, Party committees at all levels have removed the names of 321 Party members, expelled 126 Party members, and dismissed 120 Party members. In 2023 alone, 82 Party members were removed from the membership list, 38 were expelled, and 37 Party members requested to leave the Party.
Comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Department, stated that to improve the quality of Party membership recruitment and to review, screen, and remove unqualified Party members, in the coming period, Party committees and organizations from the provincial to the grassroots level will continue to seriously implement directives and guidelines on criteria and procedures for reviewing, identifying, educating, assisting, screening, and removing unqualified Party members. Specifically, Party committees and organizations will focus on innovating, raising awareness, and strengthening political and ideological education, ethics, and lifestyle for cadres and Party members; strictly implementing resolutions on Party building work, especially Resolution No. 4 of the 12th Central Committee, in conjunction with implementing Conclusion No. 01-KL/TW dated May 18, 2021, of the Politburo on continuing to implement Directive No. 05-CT/TW of the Politburo; and regulations on the exemplary responsibilities of cadres and Party members. Party committees at all levels shall build, supplement, and implement revolutionary ethical standards in accordance with new conditions and the fine cultural traditions of the nation, serving as a basis for cadres and party members to consciously cultivate and improve themselves. They shall improve the quality of party member evaluation; strictly implement the organization of monthly regular branch meetings and thematic meetings; focus on creating sources and developing new party members; effectively carry out party member screening; strictly implement the assignment of tasks to party members and closely manage the party member workforce; and promote the role of the people in participating in the supervision of party members.
