
A public meeting was held to inform residents about the project.
After the draft plan for merging Tam Vinh commune and Phu Thinh town was reviewed and commented on by the Department of Internal Affairs, the Phu Ninh District People's Committee organized a workshop to gather opinions and reach a consensus on the name of the new administrative unit, in order to finalize it.
In addition to analyzing and clarifying the historical traditions, advantages, development orientations, and reaching a consensus on the name of Phu Thinh town after the merger, the workshop also provided comprehensive information to village officials and solidarity groups from both localities to continue disseminating the information to the people.
For Tam Vinh commune, the dissemination of information is even more emphasized as it is slated for restructuring in the 2026-2030 period, but the Phu Ninh District People's Committee plans to merge it with Phu Thinh town in the 2023-2025 period.
Prior to the public consultation, the People's Committee of Tam Vinh commune organized four conferences to disseminate information about the plan for rearranging commune-level administrative units in the district to the people of three villages. Speakers from the Phu Ninh District Party Committee were invited to explain the contents of the plan and directly answer questions of concern to the people.
According to the plan, from May 11-15, the People's Committee of Tam Vinh commune and Phu Thinh town will organize a consultation with more than 8,200 voters on the content of the administrative unit rearrangement project in the district for the period 2023-2025.
Guiding residents on how to fill out voter opinion forms at meetings, Ms. Huynh Thi Thu Van - Vice Chairman of the Tam Vinh Commune People's Committee - said that the Commune People's Committee has established 3 voter opinion collection teams based on the area of each village. The voter opinion collection is done by distributing opinion forms to voters in each household.
Tan Quy village was formed by merging the former Tan Vinh and Vinh Quy villages in 2019 and has a large population – with over 600 households. The People's Committee of Tam Vinh commune organized two conferences to disseminate information about the merger plan between Tam Vinh commune and Phu Thinh town on the evenings of May 8th and 9th at the cultural centers of the two former villages.
Similar to the three previous conferences, the conference at the former Vinh Quy village cultural center attracted a large number of households, who expressed strong agreement with the content of the district's administrative unit reorganization plan after receiving detailed explanations and answers to their questions.
Notably, the people have shown strong agreement with the proposed name for the town of Phu Thinh and the location of the new administrative unit.
According to Mr. Nguyen Chi Thanh, regarding the name of the new administrative unit, using the name Tam Vinh town or Tam Vinh - Phu Thinh town would not comply with regulations and would be more consistent with the name Phu Thinh town.
Because this name has been "determined" by the Central Government and included in the Quang Nam Provincial Planning for the period 2021-2025, with a vision to 2050. Currently, there are also many administrative agencies, companies, and enterprises located in the town.
"Giving the new name to the merged administrative unit will lead to many difficulties due to the need to carry out administrative procedures to change the documents of people and organizations in both former localities. What I hope is that the authorities at all levels will pay attention to investing in the development of the Tam Vinh area to be worthy of being the central urban area of the district," Mr. Thanh said.

"Coming home as one family"
Mr. Le Thai Ngon (65 years old) shared: “In 2009, Phu Thinh town was separated from Tam Vinh commune, and now merging these two units is reasonable. It's like two brothers returning to one family. The name Phu Thinh town was carefully discussed and considered when the District People's Committee developed the administrative unit reorganization plan, so I strongly agree with it.”
Ms. Doan Thi Hai's questions regarding administrative procedures related to the police force after the merger were answered at the conference.
Specifically, local authorities stated that all administrative procedures are currently received, processed, and results provided at the town's One-Stop Service Center.
Police officers from the town are stationed here. Therefore, the plan to use the current Tam Vinh Commune People's Committee building as the town police station will not cause inconvenience to residents when they need to handle administrative procedures related to the police sector.
Regarding the dissemination of information about the administrative unit reorganization plan at the commune level to the people of Tam Vinh commune, Mr. Do Van Luat - Deputy Head of the Propaganda Department of Phu Ninh District Party Committee: Phu Thinh town is subject to reorganization in the 2023-2025 period because it simultaneously meets two criteria regarding natural area and population size below 70% of the regulations.
The People's Committee of Phu Ninh district has considered various options and found that only the merger of Tam Vinh commune into Phu Thinh town during the 2023-2025 period is feasible. The new urban area after the merger will meet the standards for both natural area and population size (natural area of 20.32 km², reaching 145.1% of the standard; population size of 10,974 people, reaching 137.18%).
"The new urban area is named Phu Thinh town, a name unanimously agreed upon by the people of both localities in 2009. With this name, only residents of Tam Vinh commune can carry out administrative procedures to change related documents."
"The two localities have similar histories, cultural elements, and historical traditions. Merging them will facilitate administrative boundary management, stabilize infrastructure and cultural institutions, and improve transportation for the people," said Mr. Do Van Luat.
