Reorganizing and merging multiple agencies and units.

Kinhtedothi - The Standing Committee of the Vinh Phuc Provincial Party Committee has just issued a conclusion directing the reform and reorganization of the political system's organizational structure towards streamlining and efficiency, in accordance with Conclusion No. 09 dated November 24 of the Central Steering Committee on summarizing the implementation of Resolution No. 18.

Improving the organizational structure of the political system.

The Vinh Phuc Provincial Party Standing Committee has identified the restructuring and streamlining of the political system's organizational apparatus as a particularly important task. Vinh Phuc province will focus on and resolutely implement the directives of the Politburo, the General Secretary , and the Central Steering Committee on restructuring and streamlining the political system's organizational apparatus towards a lean, efficient, effective, and effective system.

For Party committees, Party organizations, and agencies directly under the Provincial Party Committee, the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department will be merged. The Party Committee of the Provincial Agencies Bloc and the Party Committee of the Provincial Enterprises Bloc will cease operations. The Party Groups and Party Committees of the province will also cease operations. The Provincial Committee for the Protection and Care of Cadre Health will cease operations and its responsibilities will be transferred to the Provincial Party Committee's Organization Department, the Provincial Department of Health, and the Provincial General Hospital.

Two Party Committees were established directly under the Provincial Party Committee. The first is the Party Committee of the Provincial Party, Mass Organizations, and Judicial Agencies, comprising Party organizations within advisory and support agencies, and public service units under the Provincial Party Committee, the Provincial People's Council, the Provincial Committee of the Vietnam Fatherland Front, provincial political and social organizations, the Provincial People's Procuracy, the Provincial People's Court, and mass organizations assigned tasks at the provincial level by the Party and the State. The Party Committee of the Provincial Party, Mass Organizations, and Judicial Agencies has a specialized advisory and support agency located at the Provincial Party Committee Office.

Secondly, there is the Party Committee of the Provincial Government Bloc, which includes Party organizations in specialized agencies and public service units under the Provincial People's Committee, as well as some Party committees of state-owned enterprises. The Party Committee of the Provincial Government Bloc has a specialized advisory and support agency located at the Provincial People's Committee.

Only keep the organs that are truly necessary.

The Vinh Phuc Provincial Party Committee directed a study on merging the Vinh Phuc Newspaper and the Provincial Radio and Television Station into a Press and Media Center; reviewing the Provincial Party Committee's steering committees with a view to ending their operations and transferring their tasks to the Provincial Party Committee's advisory and support agencies; and retaining only those steering committees that are truly necessary.

Agencies and units under the Provincial People's Committee will implement restructuring according to the plan, merging the Department of Planning and Investment and the Department of Finance; merging the Department of Transport and the Department of Construction; merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merging the Department of Information and Communications and the Department of Science and Technology; and transferring some tasks of the Department of Information and Communications to relevant agencies.

The Department of Labor, War Invalids and Social Affairs and the Department of Interior Affairs were merged, the function of managing vocational education was transferred to the Department of Education and Training, and the function of state management regarding social protection, children, and prevention of social evils was transferred to the Department of Health.

Merging several agencies and units according to the province's specific characteristics: ending the operation of the Department of Foreign Affairs and transferring some functions and tasks to the Provincial People's Committee Office, and transferring some foreign affairs tasks to the Provincial Party Committee Office.

Reorganize the 5 Project Management Boards under the Provincial People's Committee into only 3. Merge 4 Irrigation Limited Liability Companies into 1 Company. Merge Vinh Phuc Vocational College into Vinh Phuc College of Economics and Technology.

For agencies under the Provincial People's Council, the organizational structure must be streamlined and the number of internal departments reduced. For the Provincial Committee of the Vietnam Fatherland Front and other political and social organizations and associations assigned tasks at the provincial level by the Party and State, a review will be conducted, retaining only those agencies and units with necessary functions and responsibilities.

The Vinh Phuc Provincial Party Committee also requested that districts and cities implement the restructuring and streamlining of organizational apparatus, reduce internal departments, establish job positions linked to downsizing the workforce, and improve the effectiveness and efficiency of the apparatus and the quality of the cadre in accordance with the directives of the Central Government and the province.
