On its official fanpage, the Traffic Police Department - Ministry of Public Security has just released information regarding major changes expected to be implemented in driver testing and management.
Specifically, the Traffic Police Department stated that these changes aim to more strictly regulate the content of driver's license examinations, in line with the practical realities of transportation operations, to ensure that those granted driver's licenses possess good driving ethics and skills when operating vehicles on the road.
Remove the simulation and increase the number of theoretical questions.
One of the most significant and notable changes is the elimination of the computer-based driving test. Students can still practice the simulation to improve their situational awareness, but they will no longer take this test as before. According to the plan, the driving test will be completely removed from the driver's license examination starting July 1st.
Candidates taking the motorcycle driving license test will have to take the tests sequentially, from theory to two practical tests and a situational test. For a car driving license, the test sequence is from theory to the driving course, and finally the road test. Candidates must pass each of these sections in order to be allowed to take the next one.
The theoretical part of the driving license test will increase in the number of questions. For example, the A and A1 motorcycle driving licenses will have 40 questions, and the time allotted will increase from 19 minutes to 27 minutes. Candidates will pass if they answer 36 out of 40 questions correctly.
For the Class B driver's license, the number of questions has increased from 30 to 50, requiring 45 out of 50 correct answers to pass the theory test. The theory test time for this class has increased from 20 minutes to 33 minutes.

The Traffic Police Department stated that the content of the theoretical questions will aim to eliminate the practice of "learning by example and taking the exam by example," supplementing awareness of the Criminal Code related to traffic-related crimes, as well as legal content on handling administrative violations of road traffic order and safety, and awareness of traffic accident prevention...
In addition, the examination will identify candidates using a system of electronic identification and authentication devices and software.
Adding practical motorcycle driving test content.
In the practical motorcycle driving test, the content will include handling 11 simulated situations on the road, including handling situations when entering a main road from a side road or from a non-priority road to a priority road, handling situations when making a U-turn, handling situations when overtaking other vehicles, etc.
For the practical driving test, the test route must be at least 5 km long, have moderate traffic density, and include all possible traffic scenarios such as intersections, side roads leading to main roads or non-priority roads leading to priority roads, roundabouts, traffic lights, and pedestrian crossings.

The practical driving test for automobiles will consist of a total of 12 exercises, including: Vehicle safety check and starting; Overtaking; Accelerating and changing lanes (performed based on actual traffic infrastructure and traffic organization conditions); Turning left; Turning right; Making a U-turn; Avoiding oncoming vehicles; Yielding to pedestrians or wheelchair users crossing the road; Stopping and opening the car door in dangerous situations; Handling situations from a side road to a main road or from a non-priority road to a priority road; Obeying traffic lights (performed based on actual traffic infrastructure and traffic organization conditions); and finally, Opening the car door and finishing.
The Traffic Police Department notes that the aforementioned tests can be taken multiple times in no particular order.
Shorten the time required to issue diplomas.
Also among the changes listed by the Traffic Police Department, the time to issue a driver's license has been reduced from 7 days to 3.5 days. The time to integrate electronic data has been reduced from 3 days to 2 hours.
The time required to renew a driver's license has also been reduced from 5 days to 2.5 days. For license renewals, the time for integrating electronic data has been reduced from 3 days to one day.
With an international driving permit, the processing time will be reduced from 5 days to 2.5 days.

The above contents are included in the draft Circular currently undergoing an expedited procedure for submission to the Minister of Public Security for signing and promulgation, and will take effect from July 1, 2026.
However, the changes to the theoretical test, the practical driving test on the driving course, and the practical driving test on the road, as mentioned above, will be applied from March 1, 2027.
The content of the second driving test, which involves handling simulated road situations, will be applied from January 1, 2028. Similarly, the images, equipment, and software used for simulating road situations for A1 and A class motorcycle driving tests at the driving practice area will also be applied from January 1, 2028.
The identification of candidates through electronic identification and authentication devices and software applications is expected to be implemented from January 1, 2027.
