Over the past period, the functional forces of China have constructed infrastructure, reinforced border fences, and installed additional equipment for prevention, monitoring, and cameras along the border adjacent to the province to prevent and control epidemics; prevent and control illegal entry and exit; and strengthen the review, collection, and repatriation of Vietnamese citizens who have entered and resided illegally... contributing to maintaining stability along the border with the province's functional forces. Determined to tighten management and control of entry and exit, ensure border security and foreign affairs, from 2019 to 2024, the provincial Border Guard force has promoted administrative procedure reform, applied information technology in border gate management and entry and exit control; and effectively implemented electronic border control procedures linked to the national single window mechanism. At the same time, they have thoroughly implemented the Party's foreign policy, people-to-people diplomacy, and comprehensive defense and border defense diplomacy in the political, economic , and cultural fields. Both sides agreed to upgrade and put into operation the Sam Pun - Dien Bong bilateral border gate; to open new border crossings; and to hold talks to organize customs clearance at border gates and crossings along the border.
Colonel Hoang Ngoc Dinh, Commander of the Provincial Border Guard Command, shared: The Provincial Border Guard Force has effectively fulfilled its function as the core, specialized force in patrolling, controlling, and protecting the border, border markers, and maintaining security and order in the border area; promptly detecting and combating violations along the border. The Border Guard Force has led and coordinated with other forces to organize border and border marker patrols over 6,800 times/34,000 officers and soldiers, including over 15,000 militia and police officers.

In the fight against crime in border areas, the Border Guard Force actively and proactively coordinates with functional forces to effectively prevent and combat various types of crime. They effectively implement the policy of establishing sister-community relationships between border communities, communes, and towns; agree on the management of cross-border labor; and create favorable conditions for people to visit relatives, socialize, trade, do business, exchange goods, and support each other in production development, contributing to the promotion of border trade and cultural exchange between the two sides. However, illegal religious activities, cults, and strange sects occurring in border areas have a significant impact on a segment of the population; illegal migration and border crossings; activities of human trafficking, drug trafficking, and cross-border theft; and natural disasters, fires, and outbreaks of diseases affecting humans and livestock sometimes develop in complex and unpredictable ways…
To maintain peace along the border, officers and soldiers in green uniforms are striving to overcome difficulties, continuing to thoroughly understand and strictly implement the policies and regulations of the Party, the State, and the relevant ministries regarding border management forces; maintaining good operational contact and information exchange with forces on the opposite side. They advise local Party committees and authorities to coordinate with the Chinese authorities to handle outstanding border issues; effectively maintain the twinning agreements between localities on both sides according to the "Twinning of Border Communities" model; and advise on organizing diplomatic delegations to the opposing authorities to resolve issues related to the border and territory. They also cooperate in building a "smart border gate" model, promoting administrative procedure reform, applying information technology in border gate management and immigration control; and strictly controlling border traffic, maintaining order and security in border areas and border gates.
“The Command will direct border guard posts to effectively carry out border diplomacy, organize regular and impromptu talks. They will closely coordinate with other forces in performing tasks to ensure national defense and security; they will have a firm grasp of the situation, promptly advise local Party committees and authorities on appropriate policies and strategies, and handle incidents promptly and effectively, resolutely preventing the occurrence of security and order ‘hot spots’ in the area,” affirmed Colonel Hoang Ngoc Dinh, Commander of the Provincial Border Guard Command.
