Transport goes far - Ha Giang breaks through - Part I: "Key" to opening the way for development

Part I: The "key" to development

The Tuyen Quang - Ha Giang Expressway was approved by the Prime Minister as part of the Road Traffic Network Planning for the period 2021 - 2030, with a vision to 2050. Phase 1 of the Project began construction in 2023, which is considered the "key" to the socio-economic development of Ha Giang, aiming to become a province with fairly developed socio-economic conditions in the midland and mountainous region of the North by 2030; becoming a province with a fairly average socio-economic condition in the country by 2045.

Urgent need, strategic significance

As a mountainous, border province with many potentials and advantages for developing agriculture, forestry, tourism, services... In particular, the province has a border with China of more than 277 km, many border gates, and customs clearance routes, of which Thanh Thuy International Border Gate connects directly with Thien Bao International Border Gate of China - one of the important pairs of border gates, both a place for trading goods, culture, politics, and ensuring national defense and security. However, the province's economy has not developed commensurate with its potential and advantages; calling for and attracting large domestic and foreign enterprises to invest is very limited.

The transport infrastructure system connecting Ha Giang with Tuyen Quang and the socio-economic centers of the region, as well as the capital Hanoi, is currently mainly by low-level roads, without railways or airways. Currently, the main traffic axis connecting Ha Giang through Tuyen Quang to the capital Hanoi depends entirely on National Highway 2, with a length of more than 300 km and a travel time of over 6 hours. This is a vital traffic route, of particular importance in socio-economic development associated with ensuring border defense and security. With mountainous terrain characteristics, small curve radius, many sections passing through densely populated areas, limited visibility, there are many potential risks of traffic congestion and traffic insecurity, especially frequent landslides on the roadbed slopes during the rainy and stormy season. After many years of exploitation and use, in the near future National Highway 2 will not be able to fully meet transportation needs, some sections are already overloaded...

Along with that, important traffic routes, connecting regions have not been invested appropriately, lack of synchronization, mainly the grade V mountainous routes... so Ha Giang has not had a breakthrough economic development; has not attracted large investors; has not fully exploited its potential and strengths; many development indicators are low compared to other provinces in the region and the whole country; budget revenue is low, mainly receiving subsidies from the Central Government...

Therefore, the investment in Tuyen Quang - Ha Giang expressway connecting the existing national expressway system in the midland region is an urgent need, of strategic significance. The route forms a fast and convenient connecting route from Ha Giang to Tuyen Quang to Tuyen Quang - Phu Tho expressway and Noi Bai - Lao Cai expressway. Thereby, increasing inter-regional connectivity, creating a driving force for socio-economic development of the two provinces of Ha Giang and Tuyen Quang.

After much expectation from the cadres and people of Ha Giang province, in mid-2022, the Prime Minister issued Notice No. 681 to put the Tuyen Quang - Ha Giang Expressway into investment right in the medium-term public investment period 2021 - 2025 and arranged 3,584 billion VND of capital for implementation, of which Ha Giang province 1,154 billion VND, Tuyen Quang province 2,430 billion VND. On May 28, 2023, after nearly 1 year of implementing investment procedures, under the witness of Prime Minister Pham Minh Chinh and the joy and emotion of the people of Ha Giang, the Tuyen Quang - Ha Giang Expressway Project, phase 1 (section through Ha Giang province) officially started construction.

At the groundbreaking ceremony, Prime Minister Pham Minh Chinh affirmed: This is a project of great significance for socio-economic development, national defense and security, contributing to the completion of the transport infrastructure system in the northern mountainous region in general, and the two provinces of Tuyen Quang and Ha Giang in particular; contributing to solving one of the major "bottlenecks" of Ha Giang, which is transport infrastructure. The more convenient the transport, the better Ha Giang can promote its potential and advantages, have more opportunities and conditions for rapid and sustainable development, the lives of Ha Giang people will be improved, creating new development space, new motivation, new momentum; at the same time, creating space for the development of new industrial parks and services.

Mobilizing all resources for national key projects

The Tuyen Quang – Ha Giang Expressway Project is on the list of National Key Projects. According to the Government's direction, the project must complete the 2-lane scale by the end of 2025. As of the end of May 2025, the project has completed about 60% of the construction, and is expected to complete the set progress by the end of 2025. Of which, the XL – 03 package has reached nearly 62.5%; the XL – 04 package has reached about 58.6%; the XL – 05 package has reached about 59%.

To ensure the project's progress, site clearance is given top priority. The expressway passes through 26 villages in 6 communes and towns of Bac Quang district with 763 families, individuals and organizations subject to land and property recovery to clear the land for project implementation. The total land area to be recovered is over 326 hectares; of which, there are nearly 6.74 hectares of residential land and more than 266 hectares of agricultural, forestry and fishery land. Since the investment policy was approved, Bac Quang district has mobilized the entire political system to carry out compensation and site clearance with the motto: "People know, people discuss, people do, people check, people supervise, people benefit". Publicize project implementation policies, land recovery notices, investigation, measurement and inventory plans, regulations on compensation and resettlement support for people to know; solicit public opinions to discuss compensation, support and resettlement plans; absorb valid comments to continue editing and supplementing mechanisms and policies, ensuring that "whatever is beneficial to our people must be done with all our might".

According to the leaders of the communes involved in the construction of the highway: With the spirit of being ready to give up land, leave their homes, and create favorable conditions for project implementation, households have handed over the land to clear the entire project from the end of 2024. Up to now, 100% of the land has been cleared; 3 resettlement areas for people affected by project construction have also been invested in and completed, the district has allocated land to households subject to resettlement and more than 20 households have moved back to build houses to live stably.

The Tuyen Quang - Ha Giang Expressway project has a large total investment. Despite the difficult conditions, with the view of mobilizing all resources for the project, in 3 years (2022 - 2024), the province has arranged over 657 billion VND from increased revenue, savings and balancing the local budget for the project to promptly implement compensation, site clearance and resettlement for people. With the highest determination to complete the 2-lane project by the end of 2025 under the direction of the Prime Minister, since the beginning of the year, the contractors have mobilized nearly 700 personnel, nearly 400 pieces of equipment and machinery daily at the construction site.

Mr. Nguyen Xuan Tung, Executive Director and Site Commander of XL-04 package, said: The unit is mobilizing more than 200 workers and hundreds of equipment and machines at the construction site, focusing on speeding up construction progress such as covering the slope, drainage items to limit erosion before the rainy season; constructing the K98 roadbed at the intersection of National Highway 279; completing 4/6 bridges, 6/6 underpasses, 8/8 box culverts. Proactively solving difficulties and gathering enough materials for roadbed construction. If the weather conditions are favorable at the end of this year, the unit's construction package will be completed on schedule.

The Tuyen Quang – Ha Giang Expressway Project is being focused on to become the “key” for sustainable development of the entire northernmost border region of the country. However, not only the expressway project, imbued with the concept of “transportation goes first to pave the way”, the “large construction sites” of roads from the province to districts, communes, and villages implemented in the past 5 years are creating momentum for localities to develop sustainably.
