On August 17, Minister of Industry and Trade Nguyen Hong Dien signed an urgent dispatch requesting corporations, general companies and departments of industry and trade to urgently respond to tropical depressions, the risk of heavy rain, flash floods and landslides.
As required, the Department of Industry and Trade must closely monitor the operation of hydropower reservoirs, especially at key dams and small projects under construction. Safety work in mineral exploitation, deep mines, and tailing ponds must be strictly inspected to prevent incidents.
At the same time, localities must review deeply flooded and easily isolated areas to stockpile food, drinking water, and essential goods to ensure people's lives.
The Ministry of Industry and Trade requires Vietnam Electricity Group (EVN) to prepare human resources, materials and means according to the motto "4 on-site, 3 ready", ensuring safe and stable power supply for important loads and quickly restoring power when there are incidents due to floods.
In the oil and gas sector, Petrovietnam (PVN) must promptly notify ships and marine structures in dangerous areas to deploy safety measures. Vietnam National Coal and Mineral Industries Group (TKV) inspects sludge ponds, mines, deep tunnels and develops disaster response scenarios.
The Ministry of Industry and Trade also directed the National Electricity System and Market Operation Company (NSMO) to coordinate the regulation of hydropower reservoirs according to regulations, optimize power generation modes, check backup power sources and communications.
Hydropower dam owners must strictly comply with inter-reservoir operating procedures, notify people early when releasing floodwaters, install monitoring equipment and warning systems to ensure safety downstream.
Minister Nguyen Hong Dien also requested units to regularly report to the Standing Office for Natural Disaster Prevention and Search and Rescue of the Ministry of Industry and Trade.
