Dear revolutionary veterans, heroic Vietnamese mothers, heroes of the People's Armed Forces, heroes of labor, generals, officers, cadres, soldiers of the People's Public Security, former People's Public Security officers, and international guests!
Dear delegates and all compatriots and soldiers nationwide!
Today, in the sacred, solemn and emotional atmosphere of the historic autumn days, we solemnly celebrate the 80th Anniversary of the Traditional Day of the Vietnam People's Public Security and the 20th Anniversary of the National Day for National Security Protection. This is an opportunity for the Party, the State and the People to express their deep gratitude and sincere appreciation for the immense contributions and silent but glorious sacrifices of the People's Public Security force; an opportunity for us to review the glorious tradition, affirm lasting values, foster pride, strengthen our will, aspiration and responsibility before the Fatherland, before the People and before history.
On behalf of the Party and State leaders, I respectfully send to the leaders and former leaders of the Party, State, and Vietnam Fatherland Front; Revolutionary Veterans, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, and Labor Heroes; war invalids, sick soldiers, families of martyrs, and people with meritorious services to the revolution; generals, officers, cadres, and soldiers of the People's Public Security, former People's Public Security; delegates, distinguished guests, international friends, compatriots nationwide, and the Vietnamese community abroad my respectful greetings, warm regards, and best wishes.
Congratulations to the People's Public Security force on being awarded the noble Gold Star Order for the 5th time by the Party and State.
In this sacred and solemn moment, we respectfully remember and express our infinite gratitude to President Ho Chi Minh - the genius leader, the great teacher of the Vietnamese revolution, the national liberation hero, the world cultural celebrity, the beloved father of the people's armed forces, the founder, organizer, educator and trainer of the heroic People's Public Security force.
We will forever remember the contributions of the heroic martyrs, compatriots and comrades who fought and sacrificed for the independence and freedom of the Fatherland, for socialism, for national security, social order and safety, and for the peaceful and happy life of the people; for the noble international duty.
We respect and are proud of the great contributions of the People's Public Security force over the past 80 years, and are grateful to generations of People's Public Security officers and soldiers who have joined the people in building and protecting the achievements of the Vietnamese Revolution.
We sincerely thank the people and police forces of fraternal countries and international friends for their great assistance and close cooperation with the people and police forces of Vietnam during the periods of national liberation struggle, construction, development and protection of the Fatherland.

Dear comrades and delegates!
Eighty years, a long enough journey to affirm the mettle, intelligence, and remarkable maturity of the People's Public Security force under the absolute, comprehensive, and direct leadership of the Party; the unified management of the State; the protection, shelter, and assistance of the People. From the early days of seizing power, when the revolutionary apparatus was still very young, the Public Security force became a "steel shield" protecting the Party, protecting the revolutionary government, and protecting the achievements of the People. Through two long, arduous, and glorious resistance wars, the People's Public Security together with the entire people and army crushed all plots and sabotage tricks of the enemy, firmly maintained the rear, maintained political security, social order and safety, and contributed to the great victory of the nation.
After the country's reunification, especially during 40 years of innovation, integration and development, the People's Public Security continues to affirm its core and pioneering role on the front line of protecting the Fatherland in peacetime: resolutely and persistently fighting against crime; maintaining social order and safety; ensuring government security, regime security, economic security, cultural-ideological security, cyber security, human security; proactively preventing and foiling all plots of "peaceful evolution" and violent overthrow; promptly responding to non-traditional security challenges. In any circumstance, police officers and soldiers are always absolutely loyal to the Fatherland, the Party, and the People; always remember and implement Uncle Ho's Six Teachings; always consider "Honor is the most sacred and noble thing".
Looking back on the past, we are more deeply aware of the great truth: the strength to protect the socialist Fatherland originates from the people, for the people, and relies on the people; the "people's heart" is the foundation, the most durable support; the "people's security" is closely linked with the "national defense" to form an impregnable wall against all risks and challenges. The National Day for National Security Protection over the past 20 years has become a vibrant political and social initiative, deeply permeating community life, arousing patriotism and civic responsibility, making each family, each residential group, each village, each hamlet, each agency, each enterprise a solid "fortress" of security and order.
Throughout the history of the People's Public Security, there are countless touching stories about the People's Public Security soldiers: tense confrontations with forces that sabotage the Revolution, sabotage the government, and sabotage the solidarity between the army and the people; sleepless nights in the deep forests and on the border; quiet footsteps in the crowded, bustling streets; moments of facing danger to promptly rescue people from floods and explosions; tense, suffocating pursuits of criminals; long nights spent tirelessly searching for evidence in files of corruption, waste, negativity cases, and complex economic cases; hours of "fighting with wits" in cyberspace to protect digital sovereignty and national sovereignty in the "flat world". Behind every achievement is intelligence and sweat, discipline and will, comradeship, teamwork, and human love. Behind each medal are days of separation, of exposure to the sun and dew, of wounds that have not yet healed, of homes and children silently waiting for their parents to return.
Dear comrades and delegates!
The current world and regional context continues to have many complex fluctuations, strategic competition between major countries has a multi-dimensional impact on the security and development environment of our country. The fourth industrial revolution, digital transformation, and artificial intelligence have both opened up great opportunities and created new challenges for national security. Traditional crimes have become more sophisticated; high-tech crimes, transnational crimes, money laundering, drugs, human trafficking, environmental crimes, cyber crimes, and new crimes are on the rise. Non-traditional security issues such as natural disasters, epidemics, climate change, terrorism, water security, food security, energy security, information security, supply chain security, etc. are increasingly intertwined, directly affecting people's lives and the country's sustainable development.
In that context, the task of protecting the Fatherland early and from afar; maintaining independence, sovereignty, unity and territorial integrity; protecting the Party, the State, the People and the socialist regime; ensuring national security and social order and safety poses very high, very heavy but also very glorious requirements for the People's Public Security force. We need to quickly build a People's Public Security force that is truly "revolutionary, disciplined, elite and modern", strong in politics, ideology, organization and ethics; proficient in professional skills, law and technology; with iron discipline and strict order; with a steel spirit and a warm heart; always ready to "forget oneself for the country, serve the people"; be proactive in performing functions and tasks with the spirit of "going ahead to pave the way" and "innovation and creativity".
Standing at the door of a new era of development for a peaceful and stable country; a rapidly and sustainably developing society; for a prosperous, happy and peaceful life of the people, I request the People's Public Security force to focus on implementing well the following key tasks and solutions:
First, be absolutely loyal to the Fatherland, the Party, the People and the socialist regime; firmly adhere to the goal and ideal of national independence associated with socialism; thoroughly grasp and seriously implement the Party's guidelines and policies, and the State's policies and laws. Each cadre and soldier must be imbued with the viewpoint that "The people are the root", put the interests of the nation, the people above all, first and foremost; must truly set an example in political mettle, moral qualities, lifestyle, style and working manner; must match words with deeds, do what is done well, effectively and practically.
Second, continue to build a clean, strong, and exemplary People's Public Security Party. Strengthen political and ideological education; tighten discipline; resolutely and persistently prevent and combat corruption, waste, and negativity within the Party; maintain solidarity and unity; promote the exemplary responsibility of leaders; attach importance to personnel work and internal political protection work; create a healthy, transparent, democratic, and humane working environment.
Third, continue to improve institutions and laws on security and order; improve the quality of strategic advice; proactively forecast and correctly assess the situation; promptly detect and promptly and effectively handle threats to national security and complicated security and order incidents right from the grassroots level, avoiding being passive or surprised. Innovate methods of leadership, command, force organization, decentralization and reasonable delegation of authority, combined with strict inspection and supervision; promote administrative reform, judicial reform, and build a serving, friendly, professional, and modern police force.
Fourth, improve the effectiveness of the fight against all types of crime, especially organized, transnational, high-tech, corruption, and economic crimes; ensure traffic safety and public order; build a safe and healthy social environment so that people can work, study, create, and contribute with peace of mind. Each project and each case must be conducted strictly, with respect for the law, objectively, impartially, with “no forbidden zones, no exceptions”, for justice, for national honor, and for the people’s trust.
Fifth, proactively take the lead in digital transformation, research, and application of modern science and technology in public security work; build, manage, and effectively exploit large databases; ensure information system security and safety, protect national digital sovereignty; form new capacities and new tools in preventing, detecting, investigating, and handling crimes in cyberspace. Promote international cooperation on security, justice, information sharing, and coordination of actions; actively participate in and contribute to shaping international rules and standards in non-traditional security areas.
Sixth, Deploy the Public Security work in the spirit of: "A strong Ministry, a strong Province, a comprehensive Commune, and close to the grassroots", proactively build a solid people's security posture; effectively promote the movement of All People Protecting National Security with rich and creative content and forms; highlight the role of the Fatherland Front and socio-political organizations; closely link the "socialist rule of law state of the people, by the people, for the people" with "a disciplined, civilized, and affectionate society". Wherever there are people, there is a movement; wherever the movement is strong, there is firm order and lasting security.
Seventh, take better care of the material and spiritual life and working conditions of officers and soldiers; give priority to remote, border, island and difficult and complicated areas. Implement well the police rear policy; promptly honor and reward collectives and individuals with outstanding achievements; take good care of wounded soldiers, sick soldiers and martyrs' families; create conditions for each officer and soldier to be "physically healthy, mentally strong, morally pure and professionally sharp".
Eighth, promote the combined strength of the entire political system and society in the cause of protecting national security. Party committees, party organizations, authorities, the Fatherland Front, and mass organizations need to continue to pay attention to leading, directing, coordinating, and creating conditions for the police force to excellently fulfill its tasks; listen to the people, rely on the people, learn from the people, respect the people, and strive for the happiness of the people; resolutely fight and refute false and hostile arguments; consolidate trust, enhance social consensus, maintain political stability, social order and safety, and create a peaceful, safe, and healthy environment for rapid and sustainable development.

Dear comrades and delegates!
A nation that wants to become powerful must have a strong national defense and security; that wants to develop quickly and sustainably must have a stable, secure, orderly and safe environment. Every achievement in growth, every step forward in industrialization and modernization, every opportunity for international integration is closely linked to the efforts to maintain peace from each individual, each family, each street, each hamlet, each factory, each classroom... In the most remote places of the border or in the bustling center of the city, the footprints of the police are still bold; behind the peace are silent efforts, sweat and blood, ideals and responsibilities. We must cherish more what we have today to make more efforts for tomorrow.
I especially emphasize: maintaining national security and social order and safety is a prerequisite for realizing the aspiration and goal of developing a prosperous and happy country, building a strong Vietnam in the middle of the 21st century. In that journey, the People's Public Security force is the core force, the "shield" and the "sword" protecting the regime and the people. But the "shield" is only truly strong when it is forged by strict discipline, pure morality, and steadfast ideals; when it is supported by the people's trust, when it is led by the collective intelligence and political mettle of the Party. The "sword" is only truly sharp when it is tempered in difficult practices, when it is honed by modern science and technology, when it is enlightened by conscience and justice.
From the rich experience of the past 80 years, we have the right to be proud but not subjective; we have the right to look back to show gratitude but must look forward to act. Every lesson needs to be systematized and standardized; every experience needs to be digitized and shared; every good model and good practice needs to be replicated. Integrity and discipline are the "backbone" of the force; professionalism and modernity are the "muscle" of the force; humanity and closeness to the people are the "heart" of the force. When the spine is straight, the muscles are strong and the heart is warm, we will overcome all challenges and complete all tasks.

I believe that with 80 years of glorious tradition, with steadfast political will, with intelligence and enthusiasm, with the support of the People, the People's Public Security force will continue to excellently fulfill all tasks assigned by the Party, the State and the People; worthy of being the absolutely loyal and trustworthy force of the Party, "knowing that as long as the Party exists, we exist", a solid support of the People, "when the people need, when the people are in difficulty, there is the Public Security"; worthy of the trust, love and expectations of compatriots nationwide and international friends.
Once again, on the occasion of the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection, on behalf of the Party and State leaders, I warmly commend, congratulate and express my gratitude for the great achievements and glorious feats of arms of the People's Public Security force; sincerely thank the attention, leadership and direction of Party committees and authorities at all levels; the close coordination of ministries, branches and localities; the valuable and persistent support of the people of the whole country and international friends.
I wish all comrades, delegates, international friends, and all compatriots and soldiers health, happiness, and success!
Wishing the heroic People's Public Security force to forever be the pride of the Party, People and Nation of Vietnam.
