That was the emphasis of Minister Nguyen Manh Hung at the 1st Congress of the Party Committee of the Ministry of Science and Technology (MOST), term 2020-2025. In a solemn and exciting atmosphere, with the consent of the Standing Committee of the Government Party Committee, the 1st Congress of the Party Committee of the Ministry of Science and Technology, term 2025-2030 was held. This is an important historical milestone, not only marking the event of the Party organization in the Ministry being consolidated after the merger, but also demonstrating strong political determination in making science and technology, innovation and digital transformation truly become the central driving force for national development, in the spirit of Resolution 57.

Looking back at the 5-year journey of implementing the Resolution of the Party Congress of the Ministry of Science and Technology and the Party Congress of the Ministry of Information and Communications (MIC), we can report to the Congress that, basically, the set targets have been completed and exceeded. Science and technology has had an important shift towards innovation. Post and telecommunications infrastructure has shifted to digital infrastructure and become the infrastructure of the economy, becoming essential strategic infrastructure such as electricity and transportation. The application of information technology has shifted to a comprehensive and all-people digital transformation. The above three changes have created the foundation for a new breakthrough development stage of the country.

The 2025-2030 term is the first term of the unified Ministry of Science and Technology; the first term to implement Resolution 57 of the Politburo on Breakthrough in the development of science and technology, innovation and national digital transformation; the first term to comprehensively implement the second innovation in science and technology and post and telecommunications; the first term to bring the three strategies of science and technology, innovation and digital transformation under one roof; the first term, science and technology, innovation and digital transformation take on the mission of being the main driving force to realize Vietnam's aspiration to become a high-income developed country with a socialist orientation.

The merger of the two ministries, the Ministry of Science and Technology and the Ministry of Information and Communications, is to create synergy. The merger of the two ministries is to erase the boundaries between science and technology, innovation and digital transformation, digital technology industry and digital infrastructure. The merger of the two ministries requires a new approach, a new way of working. And only then can this merger create value.

Science and technology provide the knowledge base and technical tools; digital transformation transforms that knowledge into new products, services and business models; digital transformation opens up space for deployment and expansion of application scale at high speed and low cost.

Fundamental innovation is that science and technology, innovation and digital transformation must aim at the ultimate goal of improving national competitiveness, labor productivity, national governance capacity, economic growth, ensuring national security and defense, and improving people's quality of life. Science and technology, innovation and digital transformation must contribute at least 50% of GDP growth.

Science and technology, innovation and digital transformation must focus on solving national strategic problems, such as promoting double-digit growth, effectively implementing the two-tier government model, improving institutional quality, human resource quality, infrastructure, public service quality and product quality.
