Xuan Lien National Park Forest Protection Department propagates and disseminates laws on forest management and protection to people in Thac Lang village, Van Xuan commune.
Xuan Lien National Park is assigned to manage more than 25,601 hectares of forest and forestry land, spread over 5 communes: Bat Mot, Yen Nhan, Luong Son, Van Xuan and Thuong Xuan. Of which, special-use forest is more than 23,816 hectares; production forest is 912 hectares and other types of land are 873 hectares. In addition to the values of diversity of forest flora and fauna, Xuan Lien National Park is also known for its population of ancient sa mu and po mu trees thousands of years old, which have been recognized as Vietnam Heritage Trees.
Over the years, forest management and protection (FMP) has always been identified as an important task of Xuan Lien National Park. Imbued with the teachings of President Ho Chi Minh : "Forests are gold, if we know how to protect and build them, they are very precious", Xuan Lien National Park Management Board has proactively arranged a permanent forest ranger force at 8 stations in the areas surrounding the park's boundary belt. At the same time, closely coordinated with the commune authorities to build and perfect 12 FMP teams in 12 villages, hamlets and neighborhoods. The FMP teams not only play a core and pioneering role in management and FMP work at the grassroots level, but are also the "eyes and ears" of the management board and rangers of Xuan Lien National Park in detecting and preventing acts of encroachment on forest resources. Along with that, Xuan Lien National Park Management Board has directed specialized departments and units to review, deploy the construction and planting of 134 level I boundary markers; 37 BVR notice boards; 20 fire ban signs; 29 sub-area management dossiers were built and annual updates on forest resource developments were carried out.
To improve the effectiveness of forest management, protection and sustainable forest development, Xuan Lien National Park Management Board focuses on training, fostering, and coaching on professional skills and technology application in forest protection for forest rangers. For example, fostering legal knowledge in management and protection; using QGIS, GIS, SMART technology and smart forest management support tools; improving the capacity of forest rangers, patrol groups, and community forest protection. The applied scientific and technical advances and advanced technologies have been helping the forest rangers of Xuan Lien National Park to monitor, supervise, and protect effectively, avoiding illegal encroachment and the risk of forest fires.
With the viewpoint of "taking people as the center in forest management, protection and development", Xuan Lien National Park Management Board has strengthened coordination with the authorities of 5 communes to promote propaganda and dissemination of laws on forest protection, forest fire prevention and fighting to the community. In addition to regularly organizing dialogues with the community of villages, hamlets and buffer zones on forest protection work and policies on benefiting from forests, Xuan Lien National Park Management Board also mobilizes people to sign a commitment to forest protection, not to use chainsaws for illegal logging, and to strictly hand over hunting guns...
In the first 6 months of 2025, Xuan Lien National Park Management Board organized 73 propaganda sessions to disseminate laws on forest protection, forest fire prevention and fighting in 12 villages, hamlets, and buffer zone neighborhoods, with 6,595 participants; broadcast on the loudspeaker system of communes 314 times. The propaganda content focuses on the Forestry Law, Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government on "Detailed regulations for the implementation of a number of articles of the Forestry Law and other relevant documents", Directive No. 05/CT-TTg dated May 18, 2022 of the Prime Minister on "Strengthening forest protection management, handling illegal deforestation and encroachment of forest land; Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on "Strengthening fire prevention and fighting in the new situation", Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on "Continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development". Through Propaganda and dissemination of laws have helped people understand the effects and benefits of forests on the environment and socio -economic development, ensuring local defense and security, thereby actively participating in management, forest protection and biodiversity conservation in Xuan Lien National Park.
In addition, the Xuan Lien National Park Management Board focused on directing the unit's forest rangers to actively coordinate with functional agencies and authorities of 5 communes to organize patrols, control, promptly detect and handle violations of the law. Specifically, in the first 6 months of 2025, the forces organized 383 patrols, inspections, and forest security monitoring using GPS and Smart mobile devices, with a route length of more than 3,853km. At the same time, 82 meetings of the village, hamlet, and neighborhood forest protection groups were held with 1,105 participants; 398 patrols and forest inspections were organized using GPS on the forest area assigned to the community for management and protection, with a route length of 5,202km.
By doing a good job of propagating and disseminating laws on forest protection and development, the Xuan Lien National Park Management Board has mobilized the participation of a large number of people from the localities in forest protection. Thanks to that, the acts of encroachment on the forest resources of Xuan Lien National Park have been minimized and contributed to effectively protecting the "green lung" at the headwaters of the Chu River.
