Accordingly, all commune-level police and traffic police departments are responsible for registering automobiles, specialized motorcycles, and motorbikes owned by domestic organizations and individuals with headquarters or residences in provinces and centrally-governed cities.

Individuals or organizations needing to register automobiles, motorcycles, or specialized motorbikes can choose to register at the Traffic Police Department or any commune-level police station within the province or city where they reside or have their headquarters. Vehicles that were confiscated must be registered at the Traffic Police Department.

Specifically for communes where a portion of the administrative boundary has been divided or merged with several new commune-level administrative units, while awaiting the completion of population data, vehicle registration for organizations and individuals in that commune will be carried out by the Traffic Police Department.

Regarding local license plate symbols after the merger, they will include the license plate symbols of the merged localities.
