For OCOP to never stop

- In recent years, the implementation of the One Commune One Product (OCOP) Program has actively contributed to promoting agricultural development, and at the same time, played an important role in the process of building new rural areas. In the context of administrative unit arrangement, specialized sectors in the province have proactively implemented solutions to ensure that the OCOP program is not interrupted.

According to previous regulations, the process of evaluating and classifying OCOP products is divided into 3 levels: district level, provincial level and central level. In which, at the district level, evaluation, classification and decision approval of evaluation results and certificates will be issued for 3-star products; products with scores from 70 to 100 points (from 4 stars or more) will be submitted to the Provincial People's Committee for evaluation, classification and recognition of OCOP products; products with scores from 90 to 100 points will be submitted to the Ministry of Agriculture and Environment for evaluation, classification and recognition of national OCOP products.

However, when implementing the 2-level local government model (from July 1, 2025), the implementation of the OCOP program will also be affected because there will no longer be district-level administrative units. On July 6, 2025, the Prime Minister issued Decision No. 1489/QD-TTg amending and supplementing a number of contents of Decision No. 148/QD-TTg dated February 24, 2023 approving the set of criteria and procedures for evaluating and classifying OCOP program products (Decision 1489). In particular, the evaluation and classification of OCOP products is divided into 2 levels: provincial level and central level.

In order not to affect the progress of the program implementation, closely following the Prime Minister's decision, the Department of Agriculture and Environment has carried out specific tasks. Mr. Hoang Van Chieu, Deputy Director of the Department of Agriculture and Environment, said: Currently, implementing Decision No. 1489 of the Prime Minister, in which the authority to evaluate and classify 3-star OCOP products is transferred from the district level (old) to the provincial level, in mid-July 2025, the Department has drafted the operating regulations of the OCOP Evaluation and Classification Council and submitted it to the Provincial People's Committee for consideration and approval. At the same time, the Department continues to guide the People's Committees of communes and wards to review the OCOP product dossiers, transfer them to the provincial level to evaluate and classify OCOP products. From there, the implementation of the program will not be interrupted, contributing to the completion of the set targets and plans.

At the same time, the specialized department in charge of the OCOP program has proactively implemented the tasks. According to Mr. Pham Tuyen, Head of the Department of Quality, Processing and Market Development, Department of Agriculture and Environment, based on the plan to register for OCOP product development and support for OCOP products from the beginning of 2025, the department has reviewed, searched, and contacted consulting units that are working with the subjects to unify the contents and support such as: labels, packaging... to implement OCOP support programs in 2025. Accordingly, in 2025, the unit will support stamps, labels, and packaging for about 20 OCOP products.

Along with that, on July 12, 2025, the Department of Agriculture and Environment issued Official Dispatch No. 2550/SNNMT-CLCB on the implementation of food safety management and the OCOP program in communes and wards, in which, civil servants were assigned to monitor and implement the OCOP program to continue to effectively implement the program.

In the communes after the merger, the OCOP program has also been focused on implementation. Mr. Hoang Van An, Vice Chairman of Khanh Khe Commune People's Committee, said: Currently, the commune has assigned staff in charge of the OCOP program, to conduct statistics, review products and product profiles. At the same time, it is expected to select black canarium products, instruct the subjects to complete the profile to submit to the provincial level for consideration for evaluation and classification.

According to data from the professional sector, from the beginning of 2025 to now, the whole province has 30 products evaluated and classified as OCOP (exceeding the annual plan target), bringing the total number of OCOP products to 159 products (products with valid terms according to regulations). Thereby, not only increasing the value of products, increasing income for people, having OCOP products classified as meeting standards or equivalent with valid terms contributes significantly to implementing the criteria for organizing production and developing the rural economy to build communes that meet advanced new rural standards.

With the initiative and flexibility of all levels and sectors, the OCOP program is implemented continuously and without interruption in the context of mergers. Thereby, it helps communes have more conditions to complete the criteria for organizing production and developing rural economy in building advanced new rural communes.
