Minister of Education and Training Nguyen Kim Son responded to the opinions of voters from several provinces sent before the 9th session of the National Assembly. In particular, voters from Hung Yen province requested the Ministry of Education and Training to have a common set of textbooks applicable to students nationwide to suit current social conditions.
Each subject has one or several textbooks.
Responding to this content, Minister Nguyen Kim Son said that Resolution 88 of the National Assembly clearly stated that the general education program stipulates requirements on the qualities and abilities that students need to achieve after each level of education.
Along with that are the compulsory education fields and contents for all students nationwide.
The 2019 Education Law also stipulates that the general education program must ensure the regulations on the qualities and abilities that students need to achieve after each level of education, and the educational content is compulsory for all students nationwide.
Textbooks specify the requirements of the general education program on educational content, requirements on students' qualities and abilities; provide orientation on educational methods and ways to test and evaluate educational quality and socialize the compilation of textbooks; there are a number of textbooks for each subject.
Since the 2020-2021 school year, the Ministry of Education and Training has implemented new programs and textbooks according to the provisions of the 2019 Education Law and schools have organized implementation, initially bringing about effectiveness.
The Politburo has concluded 91/2024 to continue implementing Resolution 29/2013 of the Central Executive Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.
It clearly states the task of continuing to perfect and effectively implement the new general education program; implementing a unified general education program nationwide, each subject has one or several textbooks and socializing the compilation of textbooks...
Students using different textbooks are not affected by the knowledge content and requirements to be achieved.
The Minister's response also stated that the Ministry has issued Circular 25/2020 and Circular 27/2023 regulating the selection of textbooks in general education institutions so that provinces, cities or general schools can choose textbooks for use in schools.
The 2018 general education program has specified in detail the content and requirements to be achieved for each educational content.
Different textbooks differ only in language materials, presentation methods and teaching methods for each content but must meet the requirements of the program.
Therefore, when students use different textbooks, the content of knowledge and requirements will not be affected.
Textbooks are compiled for long-term, multiple use (students are not allowed to write, draw, or do exercises directly in textbooks).
Thus, teaching and learning at different general education institutions are carried out according to the requirements of the subject and are unified nationwide.
Textbooks are learning materials to organize teaching and learning. Rich and diverse learning materials will support the teaching and learning process well.
Minister Nguyen Kim Son emphasized that the ministry will continue to direct innovation in teaching, testing, assessment and examination methods.
At the same time, review and evaluate the current situation and quality of implementation in localities and schools, listen to voters' opinions and suggestions to strengthen guidance solutions in the coming time.
