Plan to deploy model of party secretary and university president from December

The model of party secretary concurrently being the principal of a university or vocational training institution is expected to be implemented from December, to ensure that when the new laws come into effect, the apparatus operates stably and smoothly.

At the conference on studying and implementing Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development held on October 24, Minister of Education and Training Nguyen Kim Son stated that it is expected that from January 1, 2026, the draft laws amending and supplementing several articles of the Law on Education, the Law on Higher Education (amended), the Law on Vocational Education (amended), and the Law on Teachers will all come into effect simultaneously after being passed, along with a series of decrees and guiding circulars.

At that point, the entire institutional framework of the education and training sector will undergo comprehensive reform.

Regarding organizational structure and personnel in public higher education and vocational education institutions, Minister Nguyen Kim Son stated that from now until early 2026, these institutions will implement a model where the Party Committee Secretary also serves as the head of the institution.

The restructuring plan will be submitted by the Ministry of Education and Training to the Politburo and the Secretariat, in coordination with the Central Organization Committee, for approval; it is expected to be implemented from the beginning of December 2025, ensuring that when the new laws come into effect, the system operates stably and smoothly.

According to the Minister, when the amended laws come into effect, the current school board's activities will end. Consequently, the chairman, vice-chairman of the school board, and the principal or director (elected for the school board's term) will also have completed their duties.

To ensure a stable transition period, principals and directors will continue to manage operations until further notice, ensuring a smooth and uninterrupted transition to the new model.

According to the new management principles, leadership personnel will be selected based on the trust of the collective body of the educational institution, and the governing body will consider and decide on individuals with sufficient qualities, capabilities, and prestige to simultaneously assume the roles of secretary and head of the institution. Exceptional cases will be considered and decided by the competent authority.

The Ministry of Education and Training will issue specific guidelines on standards, conditions, procedures, and methods in November 2025, so that institutions can implement them immediately in December 2025.

Regarding the restructuring of the educational institution network throughout the system, from universities and vocational education to general education, Minister Nguyen Kim Son stated that the Ministry of Education and Training is currently submitting a proposal to the Prime Minister for unified guidance on organizing and restructuring the network.

During implementation, it should be noted that localities and directors of education and training departments need to implement the plan flexibly and appropriately to local realities, avoiding a rigid, mechanical approach.

Regarding the "vocational high school" model, Mr. Son emphasized that it is a supplementary model, not a replacement for vocational education centers or continuing education centers, because the goals and target groups of these two types of institutions are different.
