Using a nationwide standardized set of textbooks from 2026, with textbooks provided free of charge by 2030.

(Dan Tri Newspaper) - The Minister of Education and Training has decided on a unified set of textbooks for nationwide use starting from the 2026-2027 school year, and to complete the provision of free textbooks to students by 2030.

The National Assembly passed a Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development on the morning of December 10th. This Resolution will take effect from January 1st, 2026.

With a unique and superior policy on remuneration for human resources in the education sector, the resolution stipulates that preferential professional allowances will be implemented according to a roadmap prescribed by the Government for public preschool and general education institutions, with a minimum rate of 70% for teachers, a minimum rate of 30% for staff, and 100% for teachers working in areas with particularly difficult socio -economic conditions, ethnic minority areas, border areas, and islands.

Vocational and higher education institutions have the autonomy to determine the additional income for teachers, staff, and employees from legitimate sources of revenue outside the state budget that are retained according to the law, in accordance with internal spending regulations and the unit's performance.

Regarding the development of the education program, according to the Resolution passed by the National Assembly, the Minister of Education and Training decided on a set of textbooks for general education to be used uniformly nationwide, to be implemented from the 2026-2027 school year, and to complete the provision of free textbooks to students by 2030; prioritizing areas with particularly difficult socio-economic conditions, ethnic minority areas, mountainous regions, border areas, and islands.

The State guarantees the resources to provide free tuition and textbooks for the subject of National Defense and Security Education at vocational and higher education institutions according to the roadmap stipulated by the Government.

The State also ensures that at least 20% of the total State budget expenditure is allocated to education and training; and allocates budget from increased revenue sources for the development of education and training, prioritizing areas with particularly difficult socio-economic conditions.

According to the National Assembly's resolution, educational institutions are allowed to cooperate with science and technology organizations, research institutes, businesses, and other organizations to implement educational or training programs linked to the needs of the labor market, scientific research, and innovation.

On the same day, with the adoption of the Resolution approving the investment policy for the National Target Program on Modernizing and Improving the Quality of Education and Training for the period 2026-2035, the National Assembly resolved that the total resources mobilized to implement the entire Program for the period 2026-2035 are estimated at approximately 580,133 billion VND.

Of that amount, 174,673 billion VND will be allocated for the 2026-2030 period. Based on the results of the Program's implementation during this period, the Government will submit to the National Assembly a proposal for the resources to implement the Program for the 2031-2035 period.

The National Assembly has set a target for 2030 to strive to build a network of public preschools and primary and secondary schools that basically meet the learning needs of students; to solidify 100% of classrooms and ensure sufficient housing for teachers in disadvantaged areas; and to have 30% of preschool and primary and secondary education institutions equipped to implement teaching and learning in some subjects in English, gradually making English the second language in schools.

Another goal set by the National Assembly in the resolution is to strive for 50% of higher education institutions to meet standards, with at least 30 higher education institutions receiving modern investment comparable to developed countries in Asia; 8 higher education institutions among the top 200 universities in Asia and 1 higher education institution among the top 100 universities in the world in certain fields and disciplines.

By 2035, the National Assembly has set the goal of 100% of preschool and general education institutions meeting minimum standards for facilities and teaching equipment; 100% of higher education institutions meeting standards, with at least 12 higher education institutions in the top 200 universities in Asia and 2 higher education institutions in the top 100 universities in the world.
