Solutions to develop teaching staff, overcome teacher shortage

GD&TĐ - Solutions to develop the teaching staff and overcome the shortage of teachers have been proposed and noted by the Department of Teachers and Educational Managers.

To overcome the shortage of teachers and effectively develop the teaching staff, speaking at the 2025 Conference of Directors of the Department of Education and Training, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, said that the following solutions need to be implemented:

Create a solid legal basis

For the Ministry of Education and Training , deploy the development and completion of documents guiding the Law on Teachers to create a solid legal basis for planning and specific policies to ensure sustainability and long-term attraction and retention of teachers to work with peace of mind in the education sector.

At the same time, continue to coordinate with the Ministry of Home Affairs to review the number of staffing targets and the current number of teachers in localities to report to the Central Government to supplement the staffing of the Education sector for the period 2026-2030.

Continue to direct and urge localities to recruit all positions assigned by competent authorities and overcome the shortage of teachers at all levels in accordance with Directive No. 32/CT-TTg dated December 25, 2023 of the Prime Minister on continuing to promote fundamental and comprehensive innovation of general education.

Direct localities to develop a pilot project to innovate the operating mechanism for public preschool and general education institutions that have the conditions to implement the autonomous mechanism. Develop proposed mechanisms and policies to encourage individuals and businesses (especially those with industrial zones) to establish non-public educational institutions and participate in the socialization of education to reduce the number of people receiving salaries from the state budget.

Strengthen inspection and supervision of recruitment and use of staff; implementation of regulations on teachers' ethics in localities.

Build a local team development project with a long-term vision

For localities: Continue to develop and implement the Project on developing local teaching staff with a long-term vision, in line with the requirements of the 2018 General Education Program; have reasonable policies to attract teachers to work locally.

Continue to review, arrange and regulate preschool and general education teachers among educational institutions in the province to ensure rationality and overcome the local shortage of teachers.

Continue to direct the development and approval of job placement projects for each educational institution, based on the approved job placement projects to implement recruitment and use of staff in accordance with regulations. Develop a mechanism for recruiting teachers in the province in accordance with local conditions and realities. Strengthen inspection, examination and supervision of recruitment and use of teaching staff in localities; recommend to competent authorities to strictly handle localities that recruit and use staff in violation of current legal regulations.

Adjust and rearrange the organizational structure and personnel of educational institutions in a streamlined and rational manner. Carry out well the work of reviewing, arranging, and planning the staff and school/class network to ensure the effective arrangement and use of staff in accordance with the spirit of Resolution No. 19-NQ/TW to suit the characteristics of the region, effectively using the existing staff to continue to maintain and improve the quality of education.

Fully and promptly implement preferential policies for teachers, educational administrators, students in areas with especially difficult socio-economic conditions, ethnic minority areas and other policies according to current regulations of the State.

Organize the recruitment of sufficient staff assigned by competent authorities in accordance with Directive No. 32/CT-TTg on continuing to promote fundamental and comprehensive innovation in general education (priority is given to recruiting teachers at all levels where there is a shortage of teachers and in areas with difficult socio-economic conditions). In case of not recruiting enough teachers, arrange resources for contracts in accordance with Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government.

Regarding localities, Mr. Vu Minh Duc also noted the review to order teacher training according to Decree 116/2020/ND-CP, ensuring sufficient local recruitment sources.

Strengthen inspection and supervision of recruitment and use of staff. Promote the implementation of streamlining the payroll in conjunction with rearranging the organization of schools and classes and restructuring the staff. It is necessary to do a good job of evaluating the qualities and capacities of managers, teachers and staff according to professional standards and evaluating the work results of managers, teachers and staff annually to screen, classify and streamline the payroll.

Determine a specific roadmap, suitable to actual conditions for each year to coordinate (contact) with teacher training institutions to conduct training to improve the qualifications of teachers trained according to Decree No. 71/2020/ND-CP of the Government and to have information about pedagogical students graduating each year to proactively recruit or sign labor contracts.

Promote the pilot autonomy mechanism for public preschool and general education institutions in urban and favorable areas to encourage public preschool and general education institutions to proactively exploit and use resources reasonably and effectively to improve quality and reduce expenditures for the State budget while not reducing access to education for poor students and students who are policy beneficiaries.

Building mechanisms and policies to encourage individuals and businesses (especially in places with industrial zones) to establish surplus or shortage teachers is still common in many non-public localities, participating in the socialization of education to reduce the number of people receiving salaries from the state budget.

Direct the entire industry to strictly implement regulations on teachers' ethics. Timely grasp the developments of incidents of violations of teachers' ethics, coordinate with competent authorities to handle according to regulations. Take necessary measures to protect the reputation and honor of teachers so that teachers can work and practice their profession with peace of mind.
