Accordingly, on July 25, 2025, at the Government Headquarters, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting on visa exemption policy.
Attending the meeting were leaders and representatives of ministries and agencies: Government Office, Public Security, Foreign Affairs, Culture, Sports and Tourism, Finance, and Justice.
After listening to reports from the Ministry of Public Security, the Ministry of Foreign Affairs and relevant ministries and agencies, Permanent Deputy Prime Minister Nguyen Hoa Binh gave the following instructions:
The Ministry of Public Security received the opinions of the Ministries and agencies at the meeting, continued to review and complete the Government's Submission and the draft Decree regulating the temporary visa exemption for foreigners who are in special need of incentives to serve socio-economic development, and submitted it to the Government on July 28, 2025, noting:
Regarding the form of special visa exemption cards, additional regulations are added to simultaneously issue electronic cards and hard cards with chips.
Adjust the provisions in Clause 3, Article 5 to clearly state the issuance of additional visas, temporary residence cards, and temporary residence extensions for foreigners entering the country with special visa exemption cards.
Add the subject of football players in the direction of "international players with contracts with domestic professional football clubs".
Remove the requirement of having an Invitation Letter from the competent authority of the Ministry of Culture, Sports and Tourism for content producers specializing in promoting culture, tourism, cuisine, craft villages, and indigenous culture.
Regarding some subjects that need to be considered for incentives that have not been regulated in the Decree (Point g, Clause 1, Article 2), study the decentralization of authority and propose to assign the Minister of Public Security to consider and decide.
The Ministry of Foreign Affairs shall preside over and coordinate with relevant agencies to study and propose a plan to apply unilateral visa exemption for citizens of 12 European countries (including the Czech Republic, Poland, Switzerland, Bulgaria, Croatia, Hungary, Romania, Slovakia, Belgium, the Netherlands, and Luxembourg), with a duration of 3 years, and report to the Prime Minister in July 2025./.
