Maintain the pillars of technology and digital transformation
Resolution No. 57-NQ/TW sets out strategic goals and strong development orientations for Da Nang, in which science, technology and innovation play a key role in making the city a major socio -economic center of the country and the region.
Up to now, Da Nang City has been assigned 75 tasks by the Central Government within the framework of implementing Resolution 57. Of these, the city has completed 32 tasks (42.7%) and is implementing the remaining 43 tasks.
Da Nang is currently in the group of 5 localities with the highest task completion rate in the country.

Comrade Nguyen Van Quang, Secretary of the Da Nang City Party Committee, affirmed that Da Nang will continue to firmly follow the path of taking science and technology, innovation and digital transformation as the foundation. The city's thinking has been concretized since before Resolution 57, through policies such as Resolution 43, Resolution 136 of the National Assembly and Decree 154 of the Government.
On that basis, Da Nang is oriented to develop according to the model of 3 centers: national innovation and startup center, Southeast Asia regional digital transformation center and international financial center, focusing on green finance and digital finance.
In particular, the city sets out the requirement to build a smart city at a new level, not only stopping at e-government, but also closely linking digital government, digital economy and digital society. Da Nang also emphasizes the role of data as a new type of production material, which needs to be established as an asset, to create a legal foundation and basis for effective exploitation in the future.
In addition, the city proposed new tasks such as: building a digital twin to develop the marginal space economy; forming a carbon credit trading floor; piloting a blockchain network to serve digital assets and financial centers; and upgrading the Quang Dai area into a digital industrial urban area...
Smart cities need data as an asset
According to Mr. Nguyen Trung Chinh, Chairman of the Board of Directors and Executive Chairman of CMC Technology Group, Da Nang should not develop high technology in the direction of traditional industry, but should focus on core technology, AI, blockchain and smart governance. In particular, the city can completely pioneer the comprehensive application of blockchain in urban management.
With the policy of building a National Financial Center, Da Nang needs to identify its own advantage as digital finance, taking data as an asset to form a modern financial platform.

Dr. Le Anh Son, Deputy General Director of Phenikaa Group and Vice Rector of Phenikaa University, believes that digital copies are a key factor in improving urban management capacity, especially in the context of extensive digital transformation. According to him, it is necessary to build a multi-layered data system from resources, transportation, economy to blockchain data to develop a true digital copy. Phenikaa is researching and testing many core technologies such as self-driving cars, AI, digital platforms and achieving practical efficiency at the factory. He proposed that the city and the Ministry of Science and Technology soon have a mechanism for ordering and testing products in public areas to promote technology transfer.

Concluding the meeting, Minister of Science and Technology Nguyen Manh Hung emphasized that for Da Nang to develop into a smart city and become a developed urban area, the three pillars of science and technology, innovation and digital transformation are inseparable. In which, innovation is not only a new idea but also an action that brings practical value.
He highly appreciated the city's proposals such as establishing data as an asset and developing digital copies, which are in line with the spirit of Resolution 57. According to the Minister, data is "intellectual property" in the digital age; the stronger the digital transformation, the more value it creates.
Minister Nguyen Manh Hung proposed selecting a commune or ward to pilot the digital copy, with support from the Ministry of Science and Technology and Phenikaa University.
The Minister also emphasized the government's pioneering role in ordering, purchasing and using technology products, thereby creating an initial market for domestic enterprises.
