Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, spoke out about the request for more than 47,000 teachers in the city to take a survey on English proficiency.
According to Mr. Minh, the survey results are important and necessary input data for the city and the Department of Education and Training to have a realistic and scientific view of the current situation. The collected data will serve as the basis for developing the project "Gradually making English the second language in schools" - an important goal aimed at improving the quality of education and international integration.
Mr. Minh affirmed that, based on the overall results, the Department of Education and Training will calculate and develop a plan and roadmap for training and supporting the improvement of foreign language proficiency for the staff in a suitable, effective, and feasible manner, meeting the requirements of educational reform according to Conclusion 91-KL/TW.

“This is not an exam to assess or rank the competence or expertise of individual teachers. The survey results will absolutely not be used for any other purpose such as performance evaluation, salary consideration, disciplinary action, or other personal purposes,” Mr. Minh said, affirming that the results of each individual will be kept confidential and only the teachers themselves and the support team of the steering committee for the project (the specialized department tasked with compiling and analyzing data to serve the development of the overall plan) will have access to them.
Mr. Minh believes that participating in the survey is also an opportunity for each teacher to objectively assess their current level of English proficiency. From there, teachers can proactively develop a learning and self-improvement plan, better prepare for the trend of international integration in education, and open up new opportunities in their professional work and teaching.
