The Department of Culture, Sports and Tourism (DTC) of Binh Thuan sent a report to the Provincial People's Committee on the situation of Binh Thuan football club, including some contents related to the team's accusation against Mr. Le Ba Hung - Director of the Provincial Sports Training, Coaching and Competition Center.
Why haven't players received their bonuses yet?
According to the report of the Department of Culture, Sports and Tourism, the players of Binh Thuan Club are entitled to a regular training meal allowance according to the State's regulations of 240,000 VND (in clause a, point 1, article 3 on the content and level of expenditure for implementing the nutritional regime of Circular 86 of the Ministry of Finance ) and 320,000 VND for competing in tournaments (in clause a, point 2, article 3 on the content and level of expenditure for implementing the nutritional regime of Circular 86 of the Ministry of Finance).
These funds are paid into the personal accounts of each coach and athlete.
The Provincial Sports Training, Coaching and Competition Center fully paid coaches and athletes according to regulations from December 1, 2022 to August 31, 2023. This matter was explained by the unit many times at meetings with the team's coaching staff.

Regarding the football team's reflection that the season's bonus was not paid to the team, the Department of Culture, Sports and Tourism said that the budget does not have a spending list and must mobilize social resources.
To provide bonus money to encourage the football team, Mr. Nguyen Minh, Vice Chairman of the Provincial People's Committee, sent a letter inviting businesses to support.
The Board of Directors of the Department of Culture, Sports and Tourism regularly contacts and mobilizes business owners at the addresses that have sent invitation letters for sponsorship. However, due to the difficulties that businesses face, the amount of funding for the team to receive rewards up to this point is more than 92 million VND.
The Provincial Sports Training, Coaching and Competition Center will award the prizes to the Coaching Board and athletes when the tournament is scheduled to be held on October 18, 2023. Currently, the sponsorship funds from businesses are still in the account at the Military Bank, Binh Thuan branch.

Not paid for player's shoes due to slow procedures
Regarding the information that the players have not received money for shoes (issued quarterly), the Provincial Sports Training, Coaching and Competition Center was assigned by the Department of Culture, Sports and Tourism to coordinate in organizing many provincial and national sports activities, so some tasks such as preparing documents for purchasing procedures are still slower than required.
The Department of Culture, Sports and Tourism requested the Center to learn from experience and in the coming time, prepare procedural documents to conduct purchases according to regulations to distribute to coaches and athletes according to regulations.
Regarding the illegal deduction of May tax by some players that has not been paid yet, on July 28, 2023, the Provincial Sports Training, Coaching and Competition Center sent Official Dispatch No. 385/TTĐTHLTĐTDTT to the Binh Thuan Provincial Tax Department regarding support for calculating and settling personal income tax.
On August 11, 2023, the Binh Thuan Provincial Tax Department issued Document No. 5965/CTBTH-TTHT in response to the personal income tax policy. The deduction of income tax for 1 coach and 11 athletes is in accordance with regulations. The tax of coaches and athletes is paid directly to the Provincial Sports Training, Coaching and Competition Center by the Provincial Tax Department.
By December 31, 2023, coaches and athletes who need tax refunds will be provided with tax payment documents by the Center so that coaches and athletes can complete tax refund procedures with the Tax Department according to regulations.
