At the conference, Director of the Department of Political Theory Doan Van Bau stated that, regarding the reorganization of the political system's apparatus according to Conclusion No. 127-KL/TW, the reorganization of administrative units at all levels, and the construction of a two-tiered local government model, the first principle is to unify the reform and streamline the apparatus, building a lean, efficient, effective, and effective political system; and to strictly adhere to the principle of unified Party leadership. The reform and reorganization of the administrative apparatus must ensure overall coherence, unity, and synchronicity within the political system, and comply with the Constitution and laws. Furthermore, it must adhere to certain principles, specifically: firstly , in addition to the natural area and population size stipulated by law, careful consideration should be given to historical factors, national cultural traditions, geographical location, and the scale and level of socio -economic development. Secondly , the highest priority should be national development, expanding the development space for the new administrative units; prioritizing the reorganization of mountainous and lowland administrative units alongside those with coastlines.
Another principle is to ensure consistency, reduce intermediate levels, and build local governments at the commune level that are close to the people, serve the people, and, in short, must come from the heart to the heart, always listen, always understand, and promptly accompany and serve the people, just like the police force has a very good and profound slogan: "When the people need us, when the people are in difficulty, the police are there."
In addition, the policy is that reorganization is not mandatory for administrative units that are isolated or have a particularly important location related to national defense, security, and the protection of national sovereignty .
The Director of the Department of Political Theory also outlined six criteria for the reorganization process, including: natural area; population size; history, cultural traditions, religion, and ethnicity; economy, including criteria related to geographical location, scale, and level of economic development; geopolitics; and national defense and security.
The naming of the reorganized provincial-level administrative unit follows these principles: thorough research; careful consideration of historical and cultural traditions; prioritizing the use of one of the names of the administrative unit before the merger; and minimizing the impact on citizens and businesses.
"Based on the experience of the Mass Mobilization Department and the Propaganda Department, the units that need to be reorganized must quickly synchronize, quickly become one entity, quickly unite, and work together; there should be no 'my province, your province' mentality, but rather a focus on the common cause of national development to lead our country into an era of progress," said Director Doan Van Bau.

Besides these advantages, some officials and civil servants also expressed concerns and worries about the future after the merger. "As human beings, this is unavoidable; the worries and anxieties are personal, but for the greater good, some have voluntarily relinquished their positions.
