The Ministry of Transport has requested relevant units to urgently accelerate the construction of intelligent transportation systems, automated toll collection, and rest stops on the North-South expressway.

The Ministry of Transport has just issued a directive requesting the Vietnam Road Administration, Vietnam Expressway Administration, Investment and Construction Management, and Project Management Boards to accelerate the implementation of investment in intelligent traffic management systems, automatic toll collection, vehicle weight control, and rest stops at the North-South Expressway Eastern projects in the 2017-2020 and 2021-2025 periods.

Project Management Boards proactively address difficulties and obstacles, ensuring the quality and progress of the intelligent traffic management system, automated toll collection, vehicle weight control, and rest stops on the North-South expressway (Illustrative image).

According to a dispatch signed by Minister of Transport Tran Hong Minh, the Ministry of Transport has issued numerous directives to relevant agencies and units to focus on resolving obstacles, accelerating progress, and completing the investment in a smart traffic management system, automated toll collection, vehicle weight control, and rest stops as soon as possible, ensuring synchronous operation with expressways.

However, the progress of investing in intelligent traffic management systems, automated toll collection, vehicle weight control, and rest stops at the Eastern North-South Expressway projects is very slow, failing to meet the directives of the Ministry of Transport, and significantly affecting the goal of completing all project components.

To expedite the completion of the remaining items, ensure the synchronized operation of the entire project, and serve the urgent needs of people and vehicles traveling on the expressways, the Minister of Transport requested the directors of Project Management Boards 2, 6, 7, 85, Thang Long, and Ho Chi Minh Highway to seriously implement the directives of the Ministry of Transport.

Specifically, the directors of the Project Management Boards must directly supervise and control the progress of investment in intelligent traffic management systems, automated toll collection, and vehicle weight control; proactively and promptly direct the resolution of difficulties and obstacles, ensuring the quality and progress of work completion as required.

"The Directors of the Project Management Boards are fully responsible to the Minister of Transport for the quality and progress of implementation. A report on the review results clarifying the reasons for the delay and the responsibilities of the relevant organizations and individuals must be submitted before February 10, 2025," the Ministry of Transport directed.

The Ministry of Transport assigned the Department of Organization and Personnel to take the lead, and the Department of Investment and Construction Management to coordinate in reviewing the reports on the responsibilities of the Project Management Boards, reporting to the Minister, and advising on handling the responsibilities of organizations and individuals in February 2025. The Department of Investment and Construction Management will inspect, supervise, and resolve work within its authority to ensure that the required progress is met.

Construction on 8 rest stops to begin soon.

Regarding rest stops, the Ministry of Transport requested the directors of Project Management Boards 2, 6, 7, 85, Thang Long, My Thuan, and Ho Chi Minh Highway to coordinate with local authorities to complete land clearance for all 21 rest stops no later than February 2025.

Simultaneously, the directive instructs investors and businesses to expedite the completion of investment procedures and promptly commence construction of 8 rest stops on the Eastern North-South Expressway during the 2017-2020 period. It also calls for the completion of investor selection for the remaining 13 rest stops to ensure the basic completion of essential service facilities (restrooms, parking lots) when the component projects are put into operation, especially those projects planned for completion before April 30, 2025.

The Ministry of Transport requested the Vietnam Expressway Administration to closely coordinate with project management boards, investors, and businesses to work with local authorities on land clearance; and to promptly expedite and resolve any obstacles.

The Vietnam Road Administration guides and supports investors and businesses in completing procedures for connecting access roads to and from projects, and obtaining construction permits smoothly, in compliance with legal regulations, in order to minimize procedures and ensure the progress of projects.
