Recently, the Economic - Budget Committee of the City People's Council supervises the land acquisition of projects according to the resolution of the City People's Council, at the Department of Natural Resources and Environment (NRE) of the city. Monitoring results show that the land acquisition of projects in the city has not reached the set plan. The reason is that the specific land price has not been determined, the people whose land is recovered have not agreed with the compensation price, the resettlement work is not guaranteed, and some agencies and units lack determination and responsibility in the land recovery work.

In the past 3 years, the city has 78 projects, with the land to be recovered is 1.440,22ha; in which, 22 projects have completed land acquisition, with an area of 258,06ha; 52 projects are implementing land acquisition, with an area of 1.120,34ha; 2 projects have not yet implemented land acquisition, with an area of 7,2 ha and 2 projects have not implemented land acquisition, with an area of 54,2 ha.
From 2020 to 2023, the results of land acquisition for projects in the city are still low (reaching 43,2%) compared to the resolution of the City People's Council. The city's Department of Natural Resources and Environment believes that some difficulties and obstacles in the process of land acquisition are due to the slow determination of specific land prices in some projects; lack of resettlement platform to arrange for the people affected by the projects; some projects are not suitable with the general construction planning, need to adjust the planning position; Some land policies in land acquisition are still inadequate, especially in determining compensation land prices… Mr. Nguyen Van Dung, Head of the Urban Committee of the City People's Council, said: “The land acquisition of projects is slow, greatly affecting public investment and disbursement progress of the city. Therefore, the Department of Natural Resources and Environment needs to focus on solving the problem of human resources in the localities; the specific land valuation in some projects in the past time has been slow; settle the land valuation in the area bordering the districts, must be appropriate; pay attention to the public and work closely with localities and related agencies and units to ensure better land acquisition in the coming time".
At the monitoring session, localities also expressed concern about the city's Department of Natural Resources and Environment authorizing the People's Committees of districts to determine specific land prices to calculate compensation when the State recovers land, collects land use fees when allocating resettlement land... Mr. Nguyen Trung Nhan, Chairman of the city's Fatherland Front Committee, said: "It is not feasible to authorize the People's Committees of districts to determine specific land prices. I suggest that the city's Department of Natural Resources and Environment should have practical solutions to soon remove difficulties for localities in the coming time." In addition, the localities also said that currently the land acquisition work of the projects is very large, the human resources are not guaranteed, and the officials do not have expertise in appraisal, so errors are easy to occur. Mr. Ma Khanh Hau, Vice Chairman of Ninh Kieu District People's Committee, suggested: "The city's Department of Natural Resources and Environment and related units need to support and train to better implement land acquisition for projects". Localities believe that the unit price of support and compensation for land, crops and architectural objects of the city is no longer consistent with reality, so it is difficult to clear the ground, and propose to consider and issue it accordingly.
The monitoring mission proposed the city's Department of Natural Resources and Environment and related units to step up propaganda and mobilize people to understand the objectives of land acquisition.
