The People's Committee of Lang Son province has just sent an official dispatch to the Ministry of Transport on an investment plan and upgrading divergent expressway routes to full scale in this province, including the Huu Nghi - Border Gate Expressway BOT Project. Chi Lang.
According to Decision No. 1454/QD-TTg dated September 1, 9 of the Prime Minister approving the Road Network Planning for the period 2021 - 2021, with a vision to 2030, the Huu Nghi - Chi Lang border gate expressway belongs to The Eastern North - South Expressway has a total length of about 2050 km, including the Huu Nghi - Chi Lang section of about 60km, with a planned scale of 43,43 lanes; The route connecting Tan Thanh border gate, Coc Nam border gate, connecting to Dong Dang - Tra Linh expressway is about 6 km long, 16,44 lanes.
Currently, the People's Committee of Lang Son province is implementing the Huu Nghi - Chi Lang border gate expressway project in the form of BOT, in which the phasing phase, investment with a scale of 4 lanes, width of Ben Ben roadbed = 17m (no emergency stopping lane) for the Huu Nghi - Chi Lang section, about 43,43km long; The route connecting Tan Thanh border gate and Coc Nam border gate is invested with 2 lanes, roadbed width of 14,5m (with emergency stopping lane).
Total project investment is 11.029 billion VND, including capital arranged by the investor and PPP project enterprise (including: equity capital, loan capital and other mobilized sources) is about 5.529 billion VND (accounting for 50,13% of total project investment); State capital participating in the PPP project is 5.500 billion VND (accounting for 49,87% of total investment), of which central budget capital is 3.500 billion VND, provincial budget capital is 2.000 billion VND.
In the case of investing in Huu Nghi - Chi Lang border gate expressway with a length of about 43,43 km, reaching 6 standard lanes, 32,25m roadbed and expanding the route connecting Tan Thanh border gate and Coc border gate. Nam has a length of about 16,44km with a scale of 4 lanes, a 22m roadbed requiring 18.019,96 billion VND (excluding loan interest).
Thus, the lack of state budget capital when constructing a complete scale according to the above plan is about 7.315,59 billion VND compared to the existing investment plan.
It is worth mentioning that the BOT project on Huu Nghi - Chi Lang border gate expressway is not included in the list of projects in Appendix I attached to Resolution No. 106/2023/QH15 of the National Assembly on investment in road construction ( Allows the proportion of state capital participating in investment under the PPP method to exceed 50% of the total investment).
In case after completing the investment phase of the project, it will be put into operation and use; After that, continuing to invest in upgrading the expressway to a full scale according to the PPP method of BOT contract type will be subject to regulations in Clause 4, Article 45 of the PPP Law: "For projects specified in Point b, Clause 91, Article 3 of this Law, does not apply to contracts through the mechanism of collecting fees directly from users.
Besides, Lang Son is a border mountainous province with extremely difficult socio-economic conditions, annually receiving a balance of about 80% from the central budget. Currently, the capital of the province's medium-term public investment plan for the period 2021-2025 is only balanced and allocated VND 1.500 billion for the project, the remaining must continue to be balanced and arranged in the medium-term public investment plan for the period. period 2026-2030.
Lang Son province has focused on reviewing resources and reducing the list of public investment projects to allocate capital for the project, but due to the limited provincial budget as well as the public investment plan, this will affect the progress. Overall implementation of the project, therefore, if the missing state budget capital is supplemented when upgrading the expressway to full scale, Lang Son province will not have enough resources to implement it.
To upgrade the Huu Nghi - Chi Lang T Border Gate Expressway BOT Project to reach a complete expressway scale, Lang Son Provincial People's Committee recommends that the Ministry of Transport report to the National Assembly and the Prime Minister for consideration and approval: + Applied The mechanism under Resolution No. 106/2023/QH15 is applied: the proportion of state capital participating in investment in the PPP method must exceed 50% of the total investment.
Because the project is in the investor selection stage, expected to be completed in March 3 and start construction, Lang Son Provincial People's Committee requested the Ministry of Transport to report to the Prime Minister and the National Assembly to consider adding enough The capital source is lacking when investing in a complete expressway using central budget capital as a basis for Lang Son Provincial People's Committee to implement investment adjustment procedures.
