The Prime Minister has added the Can Gio international transshipment port to the Vietnam Seaport System Development Plan for the period 2021-2030, with a vision to 2050.

To expedite the investment and construction of the Can Gio international transshipment port, the Deputy Prime Minister instructed the Ho Chi Minh City People's Committee to urgently finalize the Ho Chi Minh City Planning for the period 2021-2030, with a vision to 2050, and to prepare the city's master plan for construction until 2040 and with a vision to 2060 for submission to competent authorities for approval.

Ho Chi Minh City also needs to develop a roadmap and investment plan for connecting transportation infrastructure; develop a plan for electricity, water, and communication supply that is consistent with the port construction investment process; develop a plan for investing in auxiliary facilities to support port operations; and develop a plan for investing in post-port service infrastructure that is consistent with the port operation investment roadmap and transportation infrastructure.

Specifically, it involves coordinating with the Ministry of National Defence to implement tasks related to defence in the region, taking the lead in determining the location for disposing of dredged material, and coordinating with relevant agencies to develop a coordination mechanism for operating ports in the Cai Mep and Can Gio areas to improve the efficiency of investment in and operation of seaports in the region.

The Ministry of Transport is responsible for organizing the preparation and submission of the detailed plan for the group of seaports to the Prime Minister for approval. Simultaneously, it is responsible for preparing and approving, within its authority, the detailed plan for the land and water areas of Ho Chi Minh City's seaports, and providing input on cargo handling technology during the process of providing feedback on the proposed investment policy for the project.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to take the lead in appraising and submitting the investment policy for the project to the Prime Minister for approval; and to coordinate with the Ho Chi Minh City People's Committee to select the investor for the project.

The Ministry of Construction is responsible for coordinating with the People's Committee of Ho Chi Minh City to appraise and submit to the Prime Minister the revised master plan for urban development until 2040, with a vision to 2060.

Regarding the Ministry of Natural Resources and Environment, the Deputy Prime Minister assigned the task of presiding over and coordinating with the People's Committee of Ho Chi Minh City to appraise and submit to the Prime Minister for approval the 5-year land use plan for 2021-2025 in the city.

The Deputy Prime Minister requested the Ho Chi Minh City People's Committee and relevant ministries and agencies to urgently implement the Deputy Prime Minister's directives, including making maximum use of information and data from the Can Gio International Transshipment Port Construction Project to update and finalize the pre-feasibility study report for the Can Gio International Transshipment Port in accordance with regulations.

At the same time, finalize relevant plans to ensure synchronization and uniformity to serve investment and operation of the Can Gio international transshipment port.

The progress and implementation plans for tasks by ministries, departments, and local authorities were also specifically outlined.

Accordingly, in the fourth quarter of 2024, the detailed planning for the group of seaports, wharves, jetties, mooring buoys, water areas, and water zones for the period 2021-2030, with a vision to 2050, will be approved; the detailed planning for the development of land and water areas of Ho Chi Minh City's seaports for the period 2021-2030, with a vision to 2050, will be approved; the revised master plan for the construction of Ho Chi Minh City until 2040 and with a vision to 2060 will be approved; and the 5-year land use plan for 2021-2025 will be approved.

In 2024, the investment policy for the Can Gio International Transshipment Port project will be appraised and submitted for approval. In 2025, the investor selection process for the construction of the Can Gio International Transshipment Port will be conducted.
