Remaining relevant
In his work "Revising Working Methods," President Ho Chi Minh clearly pointed out the role and importance of cadres and Party members in the revolutionary cause, and also highlighted the revolutionary character and ethics that cadres and Party members must possess and constantly cultivate.

He emphasized: "Under any circumstances, Party members and cadres must always strive, work hard, and diligently study to improve their cultural, intellectual, and political level. They must always uphold discipline."
Furthermore, he affirmed: “For a good Party member or cadre to become a true revolutionary, there is nothing difficult about it. It all depends on one's own heart. If one's heart is solely devoted to the Party, the Fatherland, and the people, then one will progress towards selfless dedication. Once one is selfless and dedicated, shortcomings will become fewer and fewer, while good qualities will increase. In short, these good qualities consist of five things: humanity, righteousness, wisdom, courage, and integrity.”
Looking back at the work "Revising Working Methods," we see that our Party has applied and developed President Ho Chi Minh's ideas on building a contingent of Party cadres and members into resolutions. This further demonstrates the importance of creatively applying the thoughts, ethics, and style of Uncle Ho to the work of building and rectifying the Party and the political system today.
Issues concerning the character and revolutionary ethics of cadres and Party members, as well as criteria for Party building and the construction of the political system, as expressed in President Ho Chi Minh's work "Correcting Working Methods," contain many points, contents, and criteria that have been applied and developed in documents related to administrative reform and streamlining the apparatus today.
Therefore, studying, understanding, and applying the values of the work "Revising Working Methods" and combining this with the thorough understanding and strict implementation of the Party's regulations is crucial to contributing to overcoming shortcomings and promoting strengths of cadres and Party members, focusing on reforming the leadership style, working methods, and relationship with the people of our Party's cadres and members today.
The 14th National Congress of the Party reaffirmed the task of strengthening the building and rectification of the Party and the political system to be clean, strong, and comprehensive; ensuring the smooth, synchronized, and effective operation of the apparatus; and continuously improving the quality of cadres and Party members who are truly exemplary in political acumen, character, competence, and prestige. This is also a continuation and development of the core ideas that President Ho Chi Minh laid the foundation for very early on.
Applying this to administrative reform and streamlining the apparatus.
Currently, implementing President Ho Chi Minh's instructions in his work "Correcting Working Methods" is a necessary and urgent issue in the administrative reform and streamlining of the apparatus.
First and foremost, administrative reform and streamlining of the political system, promoting digital transformation, simplifying administrative procedures to better serve the people, and realizing a scientific and practical working style are essential.
The implementation of the National Population Database, the online public service portal, and the one-stop process has significantly reduced cumbersome procedures. Citizens and businesses can process applications anytime, anywhere, helping to increase transparency in the operations of state agencies and eliminate opportunities for harassment and petty corruption.
Secondly, we must improve personnel management and combat corruption, thereby strictly implementing regulations on power control in personnel work. We must resolutely fight against corruption and negative practices with the motto "no forbidden zones, no exceptions".
Thirdly, we must innovate leadership style and working methods. Accordingly, cadres and Party members must be truly close to the grassroots, "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people," thoroughly overcoming formalism, authoritarianism, and arrogance. Actions must match words, combating formalism and empty rhetoric. We must overcome bureaucracy and empty rhetoric, and the public administration system today is strongly shifting towards an e-government and digital government model.
Implementing President Ho Chi Minh's teachings in the work "Revising Working Methods" into the current institutional and administrative reform is of vital importance. A streamlined apparatus and a scientific, people-oriented working style not only optimize national resources but also firmly strengthen the people's trust in the Party's leadership and the State's management.
