
According to our on-site survey of the area, there are numerous scattered waste dumps. Along a 200-meter stretch of residential road alone, there are more than 20 dumps where waste is haphazardly dumped. The majority of this waste consists of soil, rocks, and concrete. In addition, various types of household waste, plastic bags, and nylon are also dumped indiscriminately.
According to the reporter's observations, many waste dumps have encroached onto the roads here. In some locations, the soil and rocks are dumped haphazardly, without any covering, and pose a risk of landslides onto the cultivated fields.

According to Ms. Hoang Thu Trang, a resident living right next to the construction waste dumping area, her family has been renting land there to grow crops for about three months. Before her family moved here, the dumping of waste was already happening. During their time living and working there, trucks carrying soil, rocks, and construction materials have been dumping waste in the area. The waste is blocking the road and poses a risk of landslides into their garden. Therefore, her family has put up signs to prevent indiscriminate dumping.
According to Mr. Tran Bao Hoa, local residents say that garbage trucks illegally dump waste here almost every day. Most of these are trucks with a load capacity of 5-10 tons. These trucks mainly dump construction waste during off-peak hours such as late afternoon and night. Construction waste and household garbage are dumped indiscriminately on both sides of the road.
Following further directions from local residents, we conducted a preliminary survey at several other locations in the area and easily noticed that, in addition to roadside dumps, there were dozens of construction waste dumps "hidden" in secluded areas with no residents.
Looking at the scattered piles of earth, rocks, concrete, bricks, and broken tiles, we wondered how much time and money it would take to restore the area to its original state, in addition to its impact on aesthetics and the environment.
According to the assessment from the Economic, Infrastructure and Urban Planning Department of Dong Kinh Ward, the problem of illegal dumping of construction waste in the area has been ongoing for a long time, and the ward has implemented solutions to prevent and handle violations. However, many individuals still take advantage of evening and nighttime hours to dump construction waste in deserted areas with sparse populations. Meanwhile, the ward's management force is very limited. This has led to the situation not being completely eradicated.
