Since its founding, the Communist Party of Vietnam has held 13 National Congresses. Throughout its 95-year journey, regardless of the circumstances, the Party has always demonstrated itself as the pioneering force, the leading banner of the Vietnamese working class. The Party has always remained steadfast in its revolutionary ideals, constantly renewing itself to achieve the noble goal of bringing the greatest benefits to the people and the country.
Looking back at the past term, amidst numerous difficulties and challenges, but with the will, aspiration for development, the building of the future, innovative thinking, great efforts, and decisive actions, the entire Party, people, and army have united to successfully implement the Resolution of the 13th National Congress. As a result, economic and social development and the implementation of the three strategic breakthroughs have achieved many important results. This demonstrates the brilliant and wise leadership of the Party, the unity and solidarity of the entire political system, and the self-reliance, determination, and aspiration for development of our entire people.

Building upon the tremendous achievements of the past term, the 14th National Congress of the Party clearly defined the motto: "Unity - Democracy - Discipline - Breakthrough - Development". Given the constant development and changes in the global economy and politics, and the crucial foundation of internal strength, this Congress also sets higher requirements, emphasizing the element of "breakthrough". We remain steadfast in our ultimate goal of national independence and socialism, but the demands of the new situation require us to be flexible, bold, and groundbreaking in our economic and social development strategy. This clearly demonstrates a renewed mindset, shifting from a "management" mindset to a "development-creating" one, unleashing all resources to liberate the productive forces of the entire population – a point that General Secretary To Lam, the head of our Party, has repeatedly emphasized.
In reality, the spirit of innovation has been clearly demonstrated in many sessions of the 15th National Assembly, where the National Assembly has considered and passed numerous laws and resolutions with many special, unique, and groundbreaking mechanisms and policies in various fields: economy, culture, society, science, technology, etc. This reflects a shift in thinking in perfecting institutions and creating a legal framework for development. Through this, obstacles and shortcomings have been promptly addressed, promoting rapid and sustainable socio-economic development.
To achieve its goals, the draft document for the 14th Party Congress clearly identifies six key tasks and three strategic breakthroughs, with a strong breakthrough in institutional development identified as the first. The second breakthrough focuses on structural transformation and improving the quality of human resources, developing high-quality, highly skilled human resources... The third breakthrough is to continue to comprehensively improve and make strong breakthroughs in building socio-economic infrastructure... With these three important breakthroughs, the people expect practical policies to further remove institutional bottlenecks, creating more favorable conditions for citizens and businesses, fostering a transparent and open business environment, and contributing to socio-economic development.
Another important issue of particular concern to the people is the personnel of the 14th Central Committee. The people expect that, with responsibility, democracy, and a highly constructive spirit, the Congress will elect members of the 14th Central Committee who are "comrades who are exemplary representatives of the entire Party in terms of pioneering spirit, exemplary conduct, constructive spirit, fighting spirit, action, discipline, and humanity." The people look forward to a leadership team that is "both politically sound and professionally competent," who dare to think, dare to act, and dare to take responsibility, as a result of this Congress.
With the strength and momentum we have built up after 40 years of Doi Moi (Renovation), and with the unity of "the Party's will and the people's aspirations," we believe that the 14th National Congress of the Party will be a significant historical milestone for our country to enter a new stage of development with a new mindset and new aspirations. That is, "strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development, for peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism" - one of the important contents in the theme of this Congress that our Party has defined.
