Increase intellectual input for Hanoi's urban planning.

(HNM) - Functional units of Hanoi city have been focusing on exploiting and maximizing the intellectual resources of experts and scientists to improve the quality of planning in general and especially to serve the planning of Hanoi Capital City for the period 2021-2030, with a vision to 2050.

This activity aims to implement one of the breakthrough initiatives outlined in the Resolution of the 17th Congress of the Hanoi City Party Committee.

Leading the way in planning.

Recognizing the crucial role of planning, the Standing Committee of the Hanoi City Party Committee has always considered the formulation and management of planning as a regular task and a key priority in implementing the Resolution of the 17th Congress of the Hanoi City Party Committee. Based on this, the Standing Committee of the City Party Committee directs that the professional consultation of experts and scientists be given priority in the planning and appraisal process to ensure practicality, objectivity, scientific rigor, and feasibility.

According to Dr. Dao Ngoc Nghiem, architect and Vice President of the Vietnam Urban Planning and Development Association, Hanoi is home to a large concentration of scientists. In the field of urban planning, the city is a hub for many leading experts and scientists. This is one of the advantages that has helped the city consistently lead in urban planning for many years.

According to Nguyen Trong Ky Anh, Director of the Hanoi Department of Planning and Architecture, in concretizing the General Planning for the Construction of the Capital City approved by the Prime Minister in 2011, the city has completed a large volume of planning projects at various levels over the years. Along with the number of projects, the quality of planning has received increasing attention and has been gradually improved through strengthening the activities of the City Planning and Architecture Council, the Construction Planning Appraisal Council, consulting with experts and professional associations in the relevant fields, and the participation of the community.

In order to best utilize the intellectual resources of experts, scientists, and managers to improve the quality of planning and architectural projects in the capital city, Hanoi has taken another step by signing a cooperation program in the field of planning and architecture with the Hanoi Architects Association and the Vietnam Architects Association at the end of September 2022.

According to Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, the city expects that cooperation with the two professional associations, which include many leading experts in the field of planning and architecture, will bring valuable contributions to improve the quality of planning and architectural management. At the same time, it will gradually create a new urban landscape for the capital city with distinctive architectural works that meet the demands of society in the new era.

Creating new spaces and impetus for the development of the Capital City.

Dr. Dao Ngoc Nghiem, architect and Vice President of the Vietnam Urban Planning and Development Association, stated: “Currently, Hanoi is simultaneously undertaking a series of important, groundbreaking tasks that are expected to make a significant mark in the field of planning, including the task of developing the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050. This is the first Capital City planning document implemented using an integrated approach with 17 fields and 30 contents, so it is even more necessary to seize the opportunity to exploit and promote the intellectual resources of experts, scientists, and intellectuals in the city.”

According to Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, city leaders and planning agencies have organized more than 30 seminars and working sessions with experts and scientists, including many in-depth professional working sessions to consult on key ideas, perspectives, goals, orientations, and approaches to planning the capital city, ensuring its development in the coming period in accordance with the resolutions of the Central Party Committee and the Politburo...

“The Institute regularly contacts, exchanges ideas with, and consults with experts and scientists to review and supplement the Outline of the Capital City Planning Orientation. Consultation activities take place in various forms such as workshops, seminars, direct meetings with experts, and commissioning articles from experts and scientists… This will continue to be done regularly throughout the process of developing the Capital City plan,” said Le Ngoc Anh, Director of the Hanoi Institute for Economic and Social Development Research (the unit responsible for developing the Capital City plan).

According to architect Tran Huy Anh, Standing Committee member of the Hanoi Architects Association, recognizing the responsibility after signing the cooperation agreement with Hanoi city, the Hanoi Architects Association has proactively gathered domestic and international experts, overcome difficulties in the process of planning the capital city, published dozens of research papers in mainstream media, and will continue to share them in the future. This is a concrete action, and also a source of pride for architects, scientists, and experts in the field, contributing to building a more prosperous and civilized capital city.
