Strengthening citizen reception services.

On July 29, the People's Committee of Thai Nguyen province issued Plan No. 13/KH-UBND on coordinating the organization of citizen reception services for Party congresses at all levels; the 14th National Congress of the Party; and the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.

The Provincial People's Committee assigns the Provincial People's Committee Office (Provincial Citizen Reception Board) to develop a plan for receiving citizens at the Provincial Citizen Reception Office throughout the period of the Party Congresses at all levels and the election of National Assembly deputies for the 16th term and People's Council deputies at all levels for the 2026-2031 term. Simultaneously, it is tasked with advising on the effective organization of regular, periodic, and unscheduled citizen reception sessions; monitoring and classifying cases; and proposing appropriate solutions. The Provincial People's Committee Office is designated as the focal point for coordinating with departments, agencies, and localities, especially the Police, to closely monitor the situation of citizen complaints and denunciations in order to promptly recommend that competent authorities resolve issues definitively and prevent the emergence of "hot spots".

The Provincial People's Committee assigned the Provincial Inspectorate to take the lead in coordinating with the Provincial People's Committee Office to advise the Chairman of the Provincial People's Committee on the establishment of a working group for receiving citizens' complaints; requested relevant departments and localities to review cases that are likely to generate numerous and complex complaints and denunciations in order to handle them promptly, preventing them from escalating to higher levels or becoming prolonged. At the same time, it instructed, inspected, and urged units to include the work of receiving citizens' complaints and resolving grievances and denunciations as a key task in their work plans for 2025 and 2026.

The Provincial People's Committee requests that all departments, agencies, and the People's Committees of communes and wards, especially the police force, proactively monitor the situation, develop plans to ensure security and order, and promptly handle any arising situations at the grassroots level. Provincial media outlets should continue to disseminate legal regulations on citizen reception, complaints, and denunciations, and promptly report on the results of resolving cases of public interest.

In the first six months of 2025, the citizen reception work in the former Thai Nguyen and Bac Kan provinces was carried out seriously. With the involvement of the entire political system, cases within their jurisdiction were resolved promptly and in accordance with the law, preventing the emergence of "hot spots" and minimizing the number of appeals to higher levels. In Thai Nguyen province (before the merger), the total number of citizen receptions by administrative agencies was 2,464, a decrease of 2.2% compared to the same period in 2024; there were 20 large group receptions, an increase of 8 groups compared to the same period in 2024. In Bac Kan province (before the merger), the total number of citizen receptions by administrative agencies was 285, a decrease of 6.9% compared to the same period in 2024; there were no large group receptions.
