
States will have to provide voter information and barcodes associated with each mail-in ballot so that the U.S. Postal Service can verify and track the circulation of ballots and compare the number of ballots issued with the number of ballots received. The plan also includes standardizing envelopes and identification markings for election mail, and building a new management system called the Federal Mail-In Ballot Gateway.
Ballots that do not meet technical standards may be rejected before being delivered to election authorities. Regulations are currently open for public comment for 30 days before being finalized. Alongside the U.S. Postal Service's plan, the U.S. Congress is also considering the "SAVE America Act," which would require voters in federal elections to present photo identification and proof of citizenship when registering to vote.
