Along with the whole country, units and localities in the province have been strengthening the implementation of the task of digitizing records and results of administrative procedures. With the process of receiving administrative procedure documents, the receiving officer is responsible for checking and authenticating the digital accounts of individuals and organizations; perform electronic data checks of administrative procedures file components. For documents that are results of administrative procedure settlement or must be digitized in accordance with specialized laws but do not yet have electronic data, one-stop civil servants shall make copies and convert them into electronic documents on the information system and database and take responsibility for the completeness, integrity and accuracy of the contents according to the paper copies. Digital signatures on documents have been digitized according to regulations before transferring the dossiers to competent agencies or units for settlement.

When there are results of administrative procedure settlement, digitized documents and papers that have legal value in the process of receiving and handling administrative procedures shall be used in the implementation of other administrative procedures of organizations and individuals.
Ms. Mai Tu Nhi, Vice Chairman of the People's Committee of Tan Loc Commune, Thoi Binh District, was excited: “The locality in online application submission achieved high results, with the rate of 70% (the plan is to deliver 60%); implementation of digitization reaches 80% (planned to deliver 65%)".
Mr. Vo Thanh Son, Hamlet 7, Tan Loc commune, shared: “The fact that officials instruct people to operate on phones, I see many advantages. For example, make an appointment for medical examination and treatment, submit an application, when I can't go to the place, just a few steps on the phone to complete the work I need."
Regarding the effectiveness of e-governance, local authorities still have a lot of work to do to make people use public services more online, commensurate with the large proportion of people using the Internet today.
Unions, officials, branches and localities closely cooperate in guiding people to install and submit online documents.
Mr. Ho Chi Linh, Director of the Provincial Administrative Procedure Center, said: “Through the implementation of Plan No. 48 in the 69 Days and Nights Campaign, digitization alone has achieved many very important and remarkable results. The roadmap for digitalization this year is according to the targets assigned by the Government: at the provincial level, at least 70% of the results of administrative procedures must be resolved, at least 60% at the district level and at least 55% at the commune level.
“The fact that we carry out digitization in some units is not guaranteed compared to the set target, there are many reasons that need to be properly understood, enough to be overcome to ensure the implementation of the administrative reform target, as well as improve the administrative quality in 2023. We set the target of digitization at the provincial level at least 80%, 70% at the district level, 65% at the commune level. Current regulations on digitization have been adjusted and changed compared to the previous one. Especially focusing on two criteria: digitizing records and returning administrative procedure results; return results electronically. These two contents must be focused on in the coming time to ensure effective implementation of the digitization target," added Mr.
Vu Tran
