Many truck drivers do not clean the trunk after loading and unloading, do not insert or block the trunk or have inserts and barriers but are not guaranteed to cause loose items such as pellets and wood chips to still be scattered on the road, significantly affecting traffic order and safety, environmental pollution and urban beauty.
On July 13.7, we followed the working group of the Traffic Police Department (Provincial Police) to set up a fixed point at Vo Nguyen Giap Street - the section leading to Thi Nai Bridge (Quy Nhon City), promptly handling nearly a dozen vehicles that let the goods drop. For example, at km 3+200, the working group asked a trailer truck moving from Quy Nhon Port to stop for inspection. According to the inspection results, the vehicle was covered with tarpaulin as prescribed, but there were a lot of wood chips that fell, clustered around the side of the vehicle and fell in rows on the road.

Driver Nguyen Van Hau (in Phu Yen province) said that he runs 4 trips a day from Xuan Lanh commune, Dong Xuan district (Phu Yen province) to Quy Nhon port and vice versa. According to our observations, on the new National Highway 19 route from Quy Nhon Port to Ba Di Bridge, the situation of wood chips from container trucks and trucks falling on the road surface and stopping on both sides of the road a lot, there are positions stretching for kilometers. Le Thi Ngoc Ha (in Quy Nhon City) recounted that nearly a month ago, when she was driving a motorbike on Vo Nguyen Giap street, she had to go to the corner to cross the An Phu Thinh urban area when she had to rush through a tram driven by two small children and fell. “At that time, I was also driving a fast car, so I had to brake quickly and skid because the chips were all over the road. The car fell over, my skin was scratched, the motorbike was damaged. Fortunately, the road was empty at that time, no trucks passed," Ha said.

According to the Traffic Police Department (provincial CA), there are currently two types of bulk cargo that are often transported in the province, namely construction materials and minerals, concentrated at wharves, yards, mines and wood pellets and chips, concentrated on the route from Quy Nhon Port to the new National Highway 2. In the province, there are more than a dozen transport enterprises transporting wood chips and pellets. According to Senior Lieutenant Colonel Nguyen Hong Vang, Deputy Head of the Traffic Police Department (provincial police), the situation of trucks carrying wood chips to drop goods occurs largely due to the awareness of the car owners, business owners, not cleaning the trunk after loading the goods or just doing it through the speakers.
“Faced with this situation, we have strengthened our forces, carried out measures to handle both public and confidential, concentrated at the routes in and out of Quy Nhon Port to promptly handle. Currently, the situation of drivers avoiding and not complying is quite common, but with many resolute measures, violations are handled according to regulations, "said Colonel Vang.
