
Huu Nghi International Border Gate is the first border gate in the country selected to pilot the construction of a smart border gate model. The pilot project to build a smart border gate has a total implementation cost of 7,968 billion VND. The implementation time consists of two phases: from Q3/2024 to the end of Q2/2026 focusing on infrastructure construction, and from Q3/2026 to the end of Q3/2029 conducting pilot operation.
In implementing phase 1 of the project, the Provincial People's Committee focused on infrastructure development. Accordingly, budget funds were invested in three infrastructure projects: construction of an inter-agency office building for functional forces at the dedicated goods transport road between markers 1088/2-1089, covering an area of 10,000 m2, with a total investment of over 123 billion VND; expansion of the dedicated goods transport road in the area between markers 1119-1120, with a total investment of over 174.7 billion VND; and expansion of the dedicated goods transport road in the area between markers 1088/2-1089, with a total investment of over 535.9 billion VND. These are key infrastructure components, playing a fundamental role in the implementation of the Border Crossing Project.
Mr. Bui Hoang Nam, Director of the Provincial Investment and Construction Project Management Board, stated: To date, two-thirds of the projects under the Border Crossing Scheme have commenced construction and are being implemented according to plan. Specifically, at the end of November 2025, the Provincial People's Committee and the People's Government of Guangxi Zhuang Autonomous Region, China, jointly organized the inauguration and commissioning of the dedicated freight transport road (upgraded from 4 to 6 lanes) at the project to expand the dedicated freight transport road in the area of border markers 1119-1120. Currently, the unit is actively coordinating with the People's Committees of the relevant communes and the Provincial Land Fund Development Center to carry out land clearance, meeting the requirements and construction schedule, and closely following the progress set by the Provincial People's Committee. The goal is to disburse 95% of the allocated capital for the projects under the scheme by 2025.

Specifically, at the project to expand the dedicated freight transport road in the area of markers 1119-1120, the expansion phase from 4 to 6 lanes has been connected and inaugurated for use since the end of November 2025. For the expansion phase from 6 to 14 lanes, land clearance has been completed, and the contractor has basically finished the roadbed excavation (volume reached 100,000/104,013 m3, or 96.14%), and is currently excavating the roadbed, preparing for the construction of the crushed stone base layer.
In the project to expand the dedicated freight transport road in the area of border markers 1088/2-1089, land clearance and inventory work has been completed for 28 out of 35 households. A provisional compensation plan has been prepared, and an advance payment of 83 million VND has been made for the relocation of 9 out of 52 graves.
In the project to build an inter-agency office building for functional forces on the dedicated goods transport road at milestone 1088/2 – 1089, the area to be acquired is approximately 1.03 hectares, affecting 24 households and organizations. To date, all 24 affected cases have been surveyed; 9 out of 24 households and individuals have agreed to hand over the land; and over 462 million VND in advance payments have been made for a total area of approximately 0.25 hectares, reaching 26.8%.
Besides the achievements, the implementation of projects under the CKTM scheme still faces many difficulties due to people's questions about the mechanisms and policies for compensation and resettlement; households with graves that need to be relocated request the allocation of cemetery land... This greatly affects the progress of the projects under the scheme.
To expedite the construction progress of the projects, relevant functional units and commune authorities are actively disseminating information, mobilizing support, and explaining the difficulties and requests of the people; the People's Committees of the relevant communes are coordinating with the regional land development branch to finalize the compensation, support, and resettlement plan for official approval...
Mr. Hoang Manh Cuong, Chairman of the People's Committee of Dong Dang commune, said: "In the past period, the commune government has focused on directing the land clearance work for the project to expand the specialized goods transport road in the area of border markers 1119 - 1120 under the CKTM project. To date, 100% of the land for the project has been handed over to the contractor for construction. Regarding the additional waste disposal site, the inventory of 11 out of 11 households (2.5 hectares) has been completed. The People's Committee of the commune has approved the provisional compensation and support plan; and coordinated the dissemination of information and persuasion efforts to get 8 out of 11 households to hand over the land (over 1.9 hectares). In the coming time, the People's Committee of the commune will continue to encourage people to hand over the land for the additional waste disposal site to serve the project."
Mr. Nguyen Quoc Toan, Head of the Management Board of the Dong Dang - Lang Son Border Economic Zone, said: As the focal agency for implementing the border economic zone project, the board has chaired and coordinated with relevant agencies and units to closely monitor the investment and construction of infrastructure projects under the project, as well as the development of inspection, control, and data flow processes related to the border economic zone project. This allows for timely advice to the Provincial People's Committee on organizing talks with the People's Government of Guangxi Zhuang Autonomous Region, China. In the coming time, the board will continue to monitor and advise the Provincial People's Committee on holding talks, exchanges, and reaching agreements with relevant Chinese agencies, accelerating the construction progress of the remaining projects and tasks. This will contribute to completing the construction of the border economic zone infrastructure in phase 1 according to the set plan.
With the efforts of the relevant agencies, the local authorities, and the construction contractors, we are confident that the progress of the CKTM projects will be accelerated. This will allow the first model of its kind in the country to be put into operation soon.
