- Over the past period, provincial departments and agencies, along with commune-level People's Committees, have actively coordinated in the development of the land database. The acceleration of land cadastral record standardization and data digitization has contributed to the gradual completion of a synchronized and unified land database throughout the province.
On February 13, 2026, the Prime Minister issued Directive No. 05 on urgently focusing resources to accelerate the progress of cadastral surveying and mapping, land registration, cadastral record keeping, and the construction of a national land database. On March 29, 2026, the Ministry of Agriculture and Environment (MARD) and the Ministry of Public Security issued Plan No. 2959 on strengthening and promoting cadastral surveying and mapping, cadastral record keeping, and the completion of the national land database.

Following the central government's directive, the Provincial People's Committee issued Plan No. 154 dated April 23, 2026, for implementation; the implementation period is from April to December 2026.
According to statistics, the entire province currently has 2,749,683 land parcels for which databases have been established (accounting for 82.8%). Of these, 603,373 parcels have databases that are accurate, complete, clean, and active; 1,083,677 parcels require further information supplementation and completion; and 1,062,633 parcels require the issuance of new land use right certificates, land registration, and information supplementation.
Mr. Ta Quoc Vinh, Deputy Director in charge of the Provincial Land Registration Office, said: In implementing Plan No. 154, the unit reported to the Department of Agriculture and Environment to advise the Provincial People's Committee on the establishment of a Steering Committee and a Provincial Working Group, with specific responsibilities assigned to each member; advised on organizing an online conference with 65 communes and wards in the province to implement the plan; organized training conferences for commune-level officials; and established Zalo groups to support and guide effective implementation, ensuring progress…
With the decisive direction of the province and the regular guidance and supervision of the Provincial Land Registration Office, the regional branches of the Land Registration Office have proactively reviewed, received data and information, and coordinated the updating of the land database in accordance with requirements.
Ms. Tran Thi Hong Chuyen, Director of the Loc Binh Regional Land Registration Office, stated: The unit has handed over to the communes under its management information on 48,638 land parcels requiring scanned copies of land use right certificates; and 34,289 land users requiring citizen identification information. Branch staff regularly guide the communes in collecting data and comparing information from records with actual land use to ensure accuracy and consistency. To date, the branch has received and handed over information on 25,548 land parcels to the Provincial Land Registration Office, achieving 53% of the plan.
Not only specialized agencies, but also the People's Committees of communes and wards are focusing on carrying out their assigned tasks.
Mr. Nguyen Manh Tuan, Vice Chairman of the Tan Tien Commune People's Committee, said: According to the review data, the entire commune has 40,972 land parcels that need to be updated for land database adjustment and 17,282 land parcels that need to be registered and have land use right certificates issued. To ensure progress, the Commune People's Committee has established a Steering Committee and a Working Group, and developed a detailed plan for implementation. The Commune People's Committee has also assigned officials to go to each village and household to disseminate information and collect land use right certificate and identity card information of land users. As a result, to date, the Commune People's Committee has collected information on 15,049 land parcels, achieving 36.7% of the plan.
Thanks to the efforts of departments, specialized agencies, and commune-level People's Committees, as of June 1st, the total number of land parcels for which a "correct, complete, clean, and active" land database has been built is 1,097,280 parcels, an increase of 493,907 parcels compared to before the implementation of Plan 154, reaching 39.9% of the total number of parcels for which a database has been built in the province.
It is known that currently, the province still has 1,652,403 land parcels for which databases have been established but need further completion and information supplementation; and 571,314 land parcels for which databases have not yet been established.
Mr. Ta Quoc Vinh, Deputy Director in charge of the Provincial Land Registration Office, added: In the coming time, the unit will continue to direct the branches of the Land Registration Office to strengthen the review, supervision, and guidance of the People's Committees of communes and wards in implementing the collection of information; promptly grasp and resolve difficulties and obstacles in the implementation process; actively coordinate with relevant units to update and revise information, connect and synchronize the province's land database system with the national land database... striving to complete the construction of the land database on schedule.
With the decisive involvement of all levels and sectors, the construction of the land database in the province is being accelerated. Once the data system is complete, synchronized, and regularly updated, it will create an important foundation for improving land management efficiency, serving citizens and businesses, and promoting digital transformation.
